# INVITATION TO TENDER NATIONAL AND INTERNATIONAL OPEN WITH CAPACITY MINIMUM REQUIREMENT Nº 06/ AO / 2024 / NOM

In accordance with articles 36, 37, 38 and 39 of Law No. 23-12 of August 5, 2023 establishing the
general rules relating to public procurement. The National Office of Meteorology is launching a
national and international open tender with requirement of minimum capabilities with object
« Acquisition and put services the automatic airfields stations ».

This national and international open call of tenders with minimum capacity requirement covered by
these specifications is aimed at manufacturers, integrators and their representatives how have carried
out least one (01) similar project.

The withdrawal of the specifications must be made by the candidate or his representative designated
for this purpose, at the level of the headquarters of the National Office of Meteorology, Section of
Contracts and Works Monitoring / Human Resources Department, located at N º 01 Avenue Mohamed
KHEMISTI, Dar El Beida, Algiers Algeria, upon presentation of the payment receipt for an amount of
fifteen thousand dinars (15,000.00 DA) non-refundable to the account of the contracting service Nº
00100612030000053934 opened with the BNA Bank, DAR EL BEIDA Agency.

The offer must include an application file, a technical offer and a financial offer; the detailed list of
parts is specified in article 11 part "Instructions to tenderers" of the specifications.

.The offer must be presented in a closed and anonymous envelope including the mention "to be
opened only by the commission for opening the folds and evaluating the offers".

This outer envelope must contain three (03) inner envelopes identified, separated, closed and sealed,
as indicated in article 15 part "instructions to tenderers" of the specifications.

Tenders must be submitted to the address indicated below:

The bid preparation period is set at thirty (30) days from the date of first publication of the notice of
tender in the Official Bulletin of Public Procurement Operator (BOMOP) or in the national press
distributed nationally.

The date and time limit for submitting tenders is set on the last day of the tender preparation period at
eleven o'clock (11h00).

If it falls on a holiday or on legal holidays, the bid preparation period is extended until the next
business day.

The opening of applications folds, technical and financial bids is ensured by the commission of bid
opening and evaluation of bids of the contracting service, it meets, for the opening of the last day of
folds the bid preparation period to 11h30 to which bidders are invited to attend.

The tenderers will remain committed by their offers for a period equal to the duration of bid
preparation, plus three (03) months and at the date of filing.
