NATIONAL AND INTERNATIONAL INVITATION TO TENDER

N°02/T/CP1Z/2024

SONATRACH Company, RPC Activity, Petrochemical Division, CP1Z complex in Arzew, Algeria, issues a National and International Open Invitation for Bids (IFB) for:

Acquisition, installation, and commissioning of a general low voltage panel for the methanol unit.

Withdrawal of Tender Documents

Bidders interested by the present IFB are invited to obtain a complete set of the bidding documents from the following address:

within thirty (30) calendar days from the publication date of this IFB in the Algerian Tenders Bulletin of the Energy and Mines Sector (BAOSEM) and upon payment of a non-refundable fee of Five Thousand Algerian Dinars (5 000 DA) for local bidders or Fifty Euros (50 €) for foreign bidders. The payment will be made:

Bidders should also present a copy of the relevant trade registration certificate and a letter of appointment as a duly authorized representative of the bidder.

Deadline for filing the Technical Offers

The technical and financial offers must be delivered or sent under double cover sealed by express mail or deposited on the general office (BOG) at the address indicated below, Forty-Five (45) days from the publication date of the notice call for tenders in BAOSEM, any offer received after this period will be unacceptable.

Bidding will be conducted in accordance with single-stage, two-envelope procedure.

The Bid shall comprise two inner envelopes submitted simultaneously, one containing the Technical Proposal with no reference to price and the other the Price Proposal, enclosed together in an outer single envelope. The outer envelope sealed with adhesive tape must be marked as follows:

Acquisition, installation and commissioning of a general low voltage panel for the methanol unit.

Bid reception deadline is set to forty-five (45) calendar days with effect from the publication date of this IFB in the BAOSEM. Late bids will be rejected and returned unopened to the bidder.

NB: The name, first name and date of arrival of the carrier of the envelope must be communicated to us 48 hours beforehand.

The technical bids, together with the bid bond whose amount is fixed at:

Three Million Three Hundred Thousand Algerian Dinars (3 300 000.00 DA) for the Algerian companies.

Twenty-Two Thousand One Hundred Forty-Eight Euros (22 148 €) for the foreign companies.

for which the period of validity is equal to the period of validity of the offers, that is 150 days, with an additional of 30 calendar days.

The bid opening shall be conducted in the presence of bidders’ representatives who choose to attend at the above address, on date and time and address mentioned in the invitation which will be sent to the tenderers who have withdrawn the statement of work

The envelopes containing the financial bids will be opened and evaluated in the presence of bidders or their representatives who wish to attend at the above address and at time and date to be notified in writing to the only bidders whose technical proposals are compliant with the qualifying criteria specified in the bidding documents.

The bidders will remain committed to their offer for period of 180 calendar days starting from the opening date of the offers.
