National and International Invitation to Tender

Two-Step Process

GCB Company/Purchase Department located at: Zone Industrielle Oued Smar, which the fiscal identification number is 000035072294694, issues a national and international invitation to tender in two steps regarding:

Acquisition of Integrated Control System (ICSS) of the Pumping Station ROK1

Project: Replacement of the departure plant SP1 Haoud El Hamra of STC OK1 34”

Prospective bidders interested by the present invitation to tender may withdraw The specifications at GCB-Direction Achats- As of the date of the first publication of this invitation to tender in the BAOSEM, , against the presentation of an assignment letter and a payment of a non-repayable amount of 5000 DZD concerning Algerian tenderer into bank account GCB /Direction Achats BEA N° 002 00082 0822200553 /63 agence Rouiba EL KENZ and 50 € concerning foreign tenderer into bank account GCB /Direction Achats BEA N 002000 82 82 120000 11-92 agence Rouiba EL KENZ.

 The tendering mode in two steps applies to the present invitation to tender.

1^st Step: Technical offer

The tenderers must submit in the first step the technical offers with no reference to the price, accompanied by the documents required in the specifications.

These offers must be deposited in return of an acknowledgment receipt in a sealed double envelope in 02 copies at the address:

The external envelope must be anonymous and carries the following mention:

2^nd Step: Financial offer

Only the tenderers whose technical offers are declared conform to the specifications’ requirements at the technical evaluation are invited to submit their financial offers in a sealed envelope.

These offers must be deposited in return of an acknowledgment receipt in 02 copies at the address:

The external envelope must be anonymous and carries the following mention:

N° 09/PROC/ACH/2022 PORTANT SUR L’ACQUISITION DE :

SYSTEME DE CONTROL INTEGRER (ICSS) DE LA STATION DE POMPAGE ROK1

The Eligibility Conditions are:

1- Respond to the technical sheet;

2- Guarantee period: 36 months as of the date of the provisional reception of the supplies;

3- Attach to the offer the constructor’s technical sheet (original prospectus);

4- Compliance certificate delivered by the constructor;

5- Period of the supplies’ delivery:

• For the foreign tenderers: Maximally 12 months CFR Incoterm 2020 Algerian port destination as of the date of the entry of this contract in force.
• For the Algerian tenderers: Maximally 13 months on Oued Smar site (Algiers) after the entry of this contract in force.

6- Justify the professional references by contracts or good execution certificates nearby Sonatrach and its subsidiaries.

List of required documents:

1-The letter of submission of the technical tender valid for the entire duration of the process;

2-The delegation of the signatory powers, the delegation of power for the groupings;

3- The commitment to supply the guarantee of the ultimate parent company or the shareholders;

4-The submission bail issued by an Algerian bank, to be submitted at the financial opening session (the lack of the submission bail may be motive of rejection). The SWIFT is not accepted;

5-The commitment letter, according to the attached model, duly signed by the tenderer.

6-The subscription declaration signed. (The absence of the document constitutes a motive to rejection);

7-The technical offer signed and stamped (on all the pages);

8-The remarks and/or comments to the technical offer;

09-The contract project initialed and signed

10-The authorization (s) of the manufacturer (s);

11- The commitment to supply the original certificate(s) at the delivery moment;

12-The specifications to be initialed on the last page to be signed with acknowledgment and approval mentioned.

Administrative fold:

1-Statutes of the company and list of the principal shareholders or partners certified by the legal authorities of their country;

2-Extract of trade register;

3- Update on the tax situation in Algeria and in the countries where their head offices are located;

4- Situation towards the social security bodies in Algeria;

5-The financial situation of the tenderer containing the balance sheets and profit and loss accounts and the auditor’s report of the three last financial years;

6- History of past and ongoing litigation, if any;

7- The extract of the criminal record for natural persons;

8- Power of the signatory authorized to act in the name and on behalf of the tenderer and commit the company or firm for the achievement of the contract object of the present specification. It must be original, dated and signed by the tenderer;

9-Copy of the voucher payment of the specification;

10-Copy of current tax assessment.

The submission bail:

The technical offers of the Algerian tenderers shall be accompanied by a submission bail with an amount of 900.000 DZD.

The technical tenders of the foreign tenderers shall be accompanied by a submission bail with an amount of 6.600 $ or €.

Whose validity duration is equal to the offers’ validity one, that is 180 days, assorted by an additional period of 30 calendar days.

The offers’ opening date and time shall be communicated.

The technical offers’ envelopes shall be opened in the presence of the representatives of the tenderers who would like to attend to the opening session that shall take place at:

GCB-siège social : Prolongement Bd de l’ALN, BP 110 Boumerdes

The date and time of the tenders’ opening shall be communicated to the tenderers eventually.

The tenders’ submissions deadline is at 30 days as of the first publication of the present invitation to tender in the Baosem.

The financial tenders’ envelopes shall be opened and examined in the presence of bidders which wish to attend the tenders’ opening session or their duly authorized representatives during the financial tenders opening and examination session which shall take place in the date, timing and address mentioned in the invitation which shall be directed to only tenderers whose technical tenders declared conformed to the tender package requirements.

Tenderers shall remain bound by their tenders for a period of 180 calendar days as from the tenders handing over date.

N.B: The contracting structure has the right to decide to put an end to the invitation to tender process before the definitive contract awarding.
