NATIONAL AND INTERNATIONAL CALL FOR TENDER OPEN

N° 24/TRC/EXP/RTH/SDT/ATR/2021

The Sonatrach Company Hydrocarbon Transport Activity by Pipeline, Operation Division, Regional Directorate Haoud El Hamra BP 96 Hassi Messaoud Wilaya de Ouargla launches a National and International Open Invitation to Tender for:

Acquisition of mechanical seals and repair kits for pumps.

The Bidding Documents must be requested from the following addresses by email only (without physical travel) :

no later than 35 days from the date of its publication on BAOSEM, by any interested candidate, against payment of a non-refundable amount of Three Thousand Algerian Dinars (3,000.00 DA) or Thirty Euros (30 €) for Bidders under foreign law, and a copy of the extract from the electronic commerce register (communication of the email address is mandatory when withdrawing the DAO), Payment will be made by transfer to the BEA bank account of Hassi Messaoud N ° 00200035350476018506, the proof of payment must be made out in the name of the company in question.

The one-step submission method applies to this RFP.

Under this call for tenders, technical offers without any indication of price and financial offers must be submitted simultaneously in two separate envelopes contained in the same anonymous envelope, to the following address:

"Do not open"

No later than (70 days) from the date of publication of the notice on BAOSEM at 3.30 p.m. of the last day.

The eligibility conditions are (see section DPAO) :

• Having a trade register with activity code (s) corresponding to the subject of the call for tenders and constituting their main activity;
• A Healthy financial situation and that it has sufficient liquidity to enable it to perform the Market without difficulty;

List of parts required: (content of the technical offer) SEE THE DPAO:

- Technical description of the supply: containing full details of the proposed supply (descriptive list, technical specifications, etc.);

- List of quantities without indication of price;

- The initialed technical offer;

- The initialed draft contract;

- Tender file (specifications) initialed is marked read and approved on the last page;

- The declaration to be subscribed, according to the attached model;

- The technical offer submission letter, following the attached model;

- The original of the tender guarantee;

- The confidentiality letter, following the attached model;

- Comments and observations to the technical requirements of the DAO;

- Comments and observations on the draft contract;

- The rules of ethics, attached to this BD, returned duly approved by the tenderer;

- Guarantee from the ultimate parent company or shareholders, if applicable;

Administrative file SEE THE DPAO :

a- Company statutes and list of main shareholders or partners, certified by the legal authorities of their country;

b- A copy of the electronic commerce register;

c- Update of the tax situation in Algeria;

d- Situation with regard to social security organizations in Algeria;

e- Financial situation of the Bidder including balance sheets and income statements for the last three (03) years;

f- History of past and current disputes, if applicable;

g- Extract from the criminal record for natural persons;

h- Power of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or business to carry out the contract covered by these specifications. It must be original, dated and signed by the tenderer;

i- Copy of the receipt of payment of the withdrawal fees from the specifications.

 

The technical offers are accompanied by an offer guarantee of Five Hundred Thousand Algerian Dinars (500,000.00 DA) for companies incorporated under Algerian law, or Five Thousand Euro (5,000.00 €) for companies under foreign law.

And whose period of validity is equal to one hundred and eighty (180) days, with an additional period of 30 calendar days.

The envelopes containing the technical offers will be opened in the presence of the representative (s) of the tenderers who so wish at the opening session which will take place at the headquarters of the Transport Haoud El Hamra Region.

A letter of invitation will be sent to bidders who have withdrawn the DAO to attend.

The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or their duly appointed representatives during the opening and examination session of the financial offers which will take place on the date, on the date. time and at the address mentioned in the invitation which will be sent only to bidders whose technical bids declared to comply with the requirements of the Bidding Document.

The tenderers will remain committed by their offers for a period of One hundred and eighty (180) days from the date of opening of the tenders.
