The Algerian Company of Electricity and Gas- Gas Transport, issues a national and international open invitation to tender, regarding:

Acquisition of 400 tons of tetrahydrothiophene, destined to the natural gas odorization

This invitation to tender is realized in Two phases, where it shall be requested to the interested tenderers to submit on the same day of the folds opening a technical offer and a financial one in a single step.

The financial offer’s fold must be distinct for the technical offer’s one.

In return of the payment by bank transfer of an amount of 10 000.00 DZD to the account of the Algerian Company of Electricity and Gas- Gas Transport, open at the National Bank of Algeria, Agency 00637 Gué de Constantine Algiers, to the account N° 001 00637 0300 000 005 95.

The foreign tenderers may withdraw the specifications in return of (non-refundable) Swift justifying the payment of 100.00 €.

The specifications shall be handed to only the representatives duly mandated by the company wishing to participate.

The technical and financial offers, accompanied by the documents required in the specifications, must be deposited at the address mentioned above, on the same day of the opening session of the technical and financial folds, in an anonymous double sealed fold, carrying the mention:

The technical and financial offers must be accompanied by the original of the submission bail with an amount that is higher than 1% of the estimative amount of the tenderer’s offer.

The administrative file must contain the following documents:

The status of the company;

The list of the main managers and shareholders of the company(ies);

The certificate of power of attorney relating to the person authorized to bind the contract;

The trade register in the field of activity or authenticated equivalent document;

Balance sheets and income statements for the last three (03) years;

Tax certificates;

The certificate of legal deposit of the social accounts, for the commercial companies endowed with the legal personality of Algerian right;

The tax identification number (NIF) for national tenderers and foreign tenderers having already worked in Algeria;

The certificates of the grouping if it is a consortium;

The references of the most important customers having had recourse to its services, abroad and in Algeria (In case of grouping, each company will provide its references);

Bank references of the company;

An extract from the criminal record of the tenderer when it is an individual and of the manager or the General Manager of the company when it is a company. This provision does not apply to foreign companies not resident in Algeria.

Agreement of grouping of manufacturers, duly signed by the authorized representatives of the members (in case of grouping), with an official translation approved by the consular services, defining the nature and the objectives of the grouping, the complete identity of each member, the leader, the management structure, the performance of each member in the manufacturing, the bank account(s) of payment, the provisions in case of default or withdrawal of any of the members;

A valid role extract;

For distributors, submit a manufacturer's authorization; issued by the manufacturer as part of the call for tenders for the proposed product or an approval valid until the end of 2025.

Social security certificates;

The certificate of origin issued by the chamber of commerce and/or industry concerned.

NB: the documents mentioned above are required according to the regulatory status of the tenderer’s company.

No mark allowing the identification of the tenderers should show on the external fold, risking to be rejected.

The offers’ submission deadline is fixed on October, 07th 2024 between 9h30 and 10h00 (Local Time), and the folds’ public opening shall take place right after.

The tenderers keep engaged to their offers for a period of 120 days as of the date of the offers’ opening.
