NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER

The National Company for Pipelines (ENAC/spa) issues a national and international open invitation to tender, regarding:

Acquisition of valves for the cut-off stations & terminals (Arrivals and Departures) of the project to carry out the expansion of the GG1 42" Hassi R'mel - SC3 Moudjebara- Medjedel & upgrading of the SC3 station in Moudjebara

The specification may be withdrawn at : Direction Juridique (Bureau n°12) ENAC/Spa-132, Rue de Tripoli-Hussein Dey -Alger (Algeria), by any interested tenderer, in return of the payment of a non-repayable amount:

For Algerian tenderers: 3000 DZD.

For foreign tenderers: 25.00 Euros non-refundable (in the name of ENAC Legal Directorate) to the following account: RIB N° 002 00016 1601661547 60, BEA PALAIS DES EXPOSITIONS, Pins Maritimes BP 49 ​algiers.

upon the presentation of an authorization letter (power of attorney or proxy) bearing the invitation to tender’s subject and an authenticated copy of the commercial registration, and an information form duly sealed and signed by the first responsible of the tendering company, filled in by the following information: the company’s name, quality, E-mail, phone/ Fax numbers.

Note: Foreign tenderers must include a copy of the transfer order proving payment of the tender application fees with their withdrawal file.

The closing date for the specifications’ withdrawal is Five (05) days before the tenders’ submission deadline.

Concerning the present invitation to tender, the technical offers, without price indication must be handed in one closed and anonymous envelope bearing the mention:

On September 22nd , 2026 at 10h00 utmost, in all cases, the acknowledgement receipt of the General Courier Service (BOG) of ENAC makes valid.

The financial offers are accompanied by a submission bail, whose validity duration is equal to the tender’s validity duration, which is 120 days with an additional deadline of 30 calendar days.

This submission bail must be enclosed with the technical tender envelope.

The envelopes containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the address:

ENAC/Spa-132, Rue de Tripoli-Hussein-Dey-Alger-Algérie

On September 22nd, 2026  at 10h15.

The financial tenders’ envelopes shall be opened and examined in the presence of the tenderers who wish to attend it or their duly appointed representatives during the financial tenders opening and examination session which shall take place at the date, timing and address mentioned in the invitation which shall be addressed to only the tenderers whose technical tenders are declared conformed to the specifications’ requirements.

The tenderers remain engaged to their offers for a period of 120 calendar days as of the date of the tenders’ submission.
