Re-launch of the National and International Open Invitation to Tender Notice

The Algerian Electricity and Gas Company – Electricity Transmission and System Operator, Central Maintenance Department, re-launches the national and international open Invitation to tender notice No. 03/2026/Sonelgaz- Transport Electricité et Opérateur Système/DG/DCMT, regarding:

Batch 1: Acquisition of six (6) underground high-voltage (HV) electrical cable fault detection systems, including installation and fitting on van-type carrier vehicles, commissioning, training, and maintenance

Batch 2: Acquisition of one (1) underground high-voltage (HV) electrical cable diagnostic (VLF) system, including installation and fitting on a van-type carrier vehicle, commissioning, training, and maintenance

Upon presentation of proof of payment by bank transfer in the amount of:

Five Thousand Algerian Dinars (5,000.00 DZD) for Algerian companies.

Fifty Euros (50.00 Euros) for foreign companies.

To Account No. 001 00637 0300 000 014 68 held at the Banque Nationale d’Algérie, Branch No. 637 located at site Sonelgaz, Immeuble des 700 bureaux coté B, Gué de Constantine, Route Nationale n° 38 Alger.

Tenderers must submit, in a single phase :

A technical offer (without price information): containing the documents specified in the tender specifications, instructions to candidates, article No. 8.2.1.

A financial offer: containing the documents specified in the tender specifications, instructions to candidates, article no. 8.2.2.

All technical offers must be accompanied, at the time of submission and no later than the deadline for submitting technical and financial offers, by a submission bail, submitted in a sealed envelope, for an amount:

Exceeding 1% of the amount of the proposed financial offer.

Tenderers remain bound by their offers for a period of One Hundred And Eighty (180) Days after the public opening of the technical and financial offers.

The technical offers, accompanied by the original submission bail, and the financial offers must be submitted to the above address by 10:00 a.m. (Local Time) on July 20th, 2026.

The outer envelope of the technical offer must be anonymous, without letterhead or stamp, bearing only the following inscription on all sides:

Lot 2 : Acquisition d’un (01) système (VLF) de diagnostic de câbles électriques souterrains (HTB) avec montage et aménagement sur véhicule porteur de type fourgon, mise en service, formation et maintenance.

The offer opening procedure will take place in two distinct stages as follows:

First stage: Opening of technical offers: The public opening of technical offers will take place on July 20th, 2026, at 10:00 AM (local time) at the address above.

Second stage: Opening of financial bids: After evaluating the technical offers deemed admissible, Sonelgaz - Electricity Transmission and System Operator will invite all tenderers to attend the opening of the financial offers.

Note: The tender specifications must be withdrawn by the tenderer or their duly authorized representative.
