INTERNATIONAL PRE-QUALIFICATION NOTICE

No. 05/2026/NAFTAL/B.COM/UFLGO

the National Petroleum Products Marketing and Distribution Company, NAFTAL Jsc,  Western Lubricants and Greases Manufacturing Unit, issues an international pre-qualification notice for:

Establishment of a Shortlist of Suppliers of Base Oils for Lubricants and Greases

This pre-qualification is open to Suppliers with recognized and proven experience in the aforementioned field.

Interested  Candidates by this notice may request the pre-qualification dossier by email to appro.blending@naftal.dz and are invited to submit their dossiers containing the following documents :

• References and performance data related to the execution of similar contracts both in Algeria and abroad;

• The necessary material and human resources;

• The financial situation (balance sheets for the last three (3) years);

• The ISO-certified management system and facilities, if applicable ;

• Technical data sheets and safety data sheets for the base oils;

• The nature and extent of any past and/or ongoing disputes ;

• Certificates of origin;

• A copy of the commercial register certified by a competent authority;

• The candidate's address and contact information (telephone, fax, and email).

Any request for clarification must be sent by email to the same address.

Application files must be submitted in a single email to the following address: prequaf05.uflgo@naftal.dz, which has been created for this purpose and will only be opened and consulted on the day the offers are opened.

The deadline for submitting offers is Twenty-One (21) Days as of the date of publication of this notice in the Bulletin of Tenders for the Energy and Mines Sector (BAOSEM).

If the deadline for submitting ofers falls on a public holiday or a legal day of rest, the deadline will be extended to the next workday.

The Contracting Authority has the right to extend the deadline for submitting applications. This extension will be published on BAOSEM.

A committee will review the applications and establish a shortlist of candidates who meet the criteria required by NAFTAL Jsc.

The opening and evaluation of applications will take place without the candidates being present.

Unsuccessful candidates will be notified of the pre-qualification results and may appeal by any means within Forty-Eight (48) Hours of receiving notification of rejection.

Candidates who meet the pre-qualification criteria will be invited to participate in future consultations launched by NAFTAL.

Any application received after the aforementioned deadline will be rejected.

The results of this pre-qualification call will be published in the BAOSEM.
