NATIONAL AND INTERNATIONAL PRE-QUALIFICATION NOTICE No. 06/2026/NAFTAL/B.COM/UFLGO

the National Petroleum Products Marketing and Distribution Company, NAFTAL Jsc, Western Lubricants and Greases Manufacturing Unit, issues a national and international pre-qualification notice for:

CREATION OF A SHORTLIST OF COLD-ROLLED STEEL SHEET SUPPLIERS FOR METAL DRUM PRODUCTION

This pre-qualification is open to Suppliers with recognized and proven experience in the aforementioned field.

Interested Candidates by this notice may request the pre-qualification dossier by email to appro.blending@naftal.dz and are invited to submit their dossiers containing the following documents :

Financial status (balance sheets for the last three (03) years);

•Technical data sheets and certificates of conformity for the cold-rolled steel sheet;

•Bidder’s address and contact details (telephone, fax, and e-mail);

For foreign tender:

•Certificates of origin;

•A copy of the commercial register entry certified by a competent authority;

For local tender:

•Copy of the commercial register entry;

•Copy of the tax registration card (NIF).

Any request for clarification must be sent by email to the same address.

For foreign tenders: Application packages must be sent to the following email address—prequaf06.uflgo@naftal.dz—which has been created for this purpose and will only be opened and reviewed on the day of the bid opening.

For local tenders: Application packages must be submitted in a sealed, anonymous envelope bearing the following inscription: " Offre Technique - à ne pas ouvrir," along with the reference and subject of the Call for Prequalification.

It must be submitted to the following address:

NAFTAL SPA, Unité de Fabrication des Lubrifiants et Graisses Ouest, Zone Industrielle Hassi Ameur, Hassi Bounif, Oran.

The deadline for submitting offers is Twenty-One (21) Days as of the date of publication of this notice in the Bulletin of Tenders for the Energy and Mines Sector (BAOSEM).

If the deadline for submitting ofers falls on a public holiday or a legal day of rest, the deadline will be extended to the next workday.

The Contracting Authority has the right to extend the deadline for submitting applications. This extension will be published on BAOSEM.

A committee will review the applications and establish a shortlist of candidates who meet the criteria required by NAFTAL Jsc.

The opening and evaluation of applications will take place without the candidates being present.

Unsuccessful candidates will be notified of the pre-qualification results and may appeal by any means within Forty-Eight (48) Hours of receiving notification of rejection.

Candidates who meet the pre-qualification criteria will be invited to participate in future consultations launched by NAFTAL.

Any application received after the aforementioned deadline will be rejected.

The results of this pre-qualification call will be published in the BAOSEM.
