Appel d’Offres National et International Ouvert N°01/SH/LQS/DEV/ETT/2025

Relatif à

« Etude de base pour la réalisation d'une interconnexion de transfert de GNL entre les complexes GL2Z et GL3Z », processus en deux étapes

La Société Nationale SONATRACH, Activité Liquéfaction et Séparation, Division Développement, Direction Etudes et Technologies, porte à la connaissance des soumissionnaires ayant participé à l’appel d’offres national et international ouvert N° 01/SH/LQS/DEV/ETT/2025 relatif à :

Etude de base pour la réalisation d'une interconnexion de transfert de GNL entre les complexes GL2Z et GL3Z

paru dans le BAOSEM N° 2353 du 13/02/2025, ayant fait l’objet de deux (02) prorogations de délais, dont la dernière jusqu’au 12/06/2025 (BAOSEM 2386 du 22/05/2025), qu’à l’issue de la deuxième réunion complémentaire d’examen et de réévaluation des offres financières tenue le 25/05/2026 par la COP DEV , l’attribution provisoire paru dans le BAOSEM N° 2501 du 16/04/2026 au profit de la société TECHNOEDIF Engenharia S.A (Portugal) est annulée.

Par ailleurs le contrat est réattribué provisoirement à la société ENERECO S.P.A. (Italie) classée mieux disant, ayant obtenu une notation de 82,76 suite à un processus de pondération, pour un montant d’Un Million Trois Cent Quatorze Mille Six Cent Trente Huit Euros. (1 314 638 ,00 €) et Vingt Neuf Million Cinquante Sept Mille Neuf Cent Dinar Algérien (29 057 900 DA) soit la contrevaleur du montant totale en Dinars de : Deux Cent Trente Million Neuf Cent Quarante Mille Cent Cinquante Trois Dinar et Un Centimes (230 940 153 ,01 DA).

Les soumissionnaires contestant le résultat du processus d’appel d’offres, peuvent introduire un recours dans les cinq (05) jours ouvrables, à compter de la parution du présent avis sur le BAOSEM.

Related to

“Basic study for the creation of an LNG transfer interconnection between the GL2Z and GL3Z Complexes” two stage tendering

The National Company SONATRACH, Liquefaction and Separation Activity, Development Division, Technology and Studies Direction, informs the bidders who participated in the national and international open call for tenders No. 01/SH/LQS/DEV/ETT/2025 relating to:

“Basis study for the construction of an LNG transfer interconnection between the GL2Z and GL3Z complexes”, published in BAOSEM No. 2353 of 13/02/2025, having been the subject of two (02) deadline extensions, the last of which until 12/06/2025 (BAOSEM 2386 of 22/05/2025), that following the second supplementary meeting for the examination and reassessment of financial bids held on 25/05/2026 by DEV COP  , the provisional award published in BAOSEM No. 2501 dated 16/04/2026 to the company TECHNOEDIF Engenharia S.A (Portugal) is canceled.

Furthermore, the contract is provisionally re-awarded to the company ENERECO S.P.A. (Italy), ranked as the highest-evaluated bidder, having obtained a score of 82.76 following a weighting process, for an amount of One Million Three Hundred Fourteen Thousand Six Hundred Thirty-Eight Euros (€1,314,638.00) and Twenty-Nine Million Fifty-Seven Thousand Nine Hundred Algerian Dinars (29,057,900 DA), equivalent to a total amount in Dinars of: Two Hundred Thirty Million Nine Hundred Forty Thousand One Hundred Fifty-Three Dinars and One Cent (230,940,153.01 DA)

Bidders contesting the result of the call for tenders process may lodge an appeal within five (05) working days from the publication of this notice on BAOSEM.

اعلان عن إلغاء المنح المؤقت للعقد وإعادة منحه من جديد

على مرحلتين والمتعلق ب:

دراسة اساسية لانجاز ربط انابيب لتحويل الغاز الطبيعي المسال بين مركبي تمييع الغاز الطبيعي  »   GL2Z و « GL3Z

تعلن الشركة الوطنية سوناطراك، نشاط التمييع والفصل، مديرية الدراسات والتكنولوجيات، الى علم مقدمي العروض الذين شاركوا في طلب العروض المفتوح وطنيا ودوليا رقم N°01/SH/LQS/DEV/ETT/2025 المتعلق بـ:

دراسة اساسية لانجاز ربط انابيب لتحويل الغاز الطبيعي المسال بين مركبي تمييع الغاز الطبيعي »  « GL3Z و GL2Z

والذي نُشر لأول مرة في BAOSEM رقم بتاريخ 31/2025/02بعد أن كانت موضوع تمديدان (20) للموعد النهائي، الأخير منها حتى 2025/06/12 2386 BAOSEM) بتاريخ //(2025 أنه بموجب اختتام الاجتماع التكميلي الثاني لدراسة وإعادة تقييم العروض المالية المنعقد بتاريخ /2026/05، قد تم إلغاء المنح المؤقت للعقد لفائدة المتعهد TECHNOEDIF Engenharia S.A (Portugal) المنشور سابقا في BAOSEM رقم بتاريخ 16/04/2026

وتبعا لذلك، تم منح العقد مؤقتًا إلى شركة ENERECO S.P.A. (Italie) المتعهد الأعلى مرتبة، والحاصل على أفضل تقييم82.76 ، بـعد إعتماد عملية الترجيح. وذلك بمبلغ قدره: مليون وثلاثمائة وأربعة عشر ألفًا وستمائة وثمانية وثلاثون يورو (1,314,638.00 يورو) وتسعة وعشرون مليونًا وسبعة وخمسون ألفًا وتسعمائة دينار جزائري (29,057,900 دج)، أي ما يعادل القيمة الإجمالية بالدينار الجزائري لـ: مائتان وثلاثون مليونًا وتسعمائة وأربعون ألفًا ومائة وثلاثة وخمسون دينارًا وسنتيم واحد (230,940,153.01 دج).

يجوز للمتعهدين الذين يعترضون على نتيجة طلب العروض هاته تقديم طعن خلال خمسة () أيام عمل من نشر هذا الإعلان على. BAOSEM
