Consultation restreinte n° 26/CR/DAGS/FONCT/2025

L’Entreprise Nationale de Géophysique « ENAGEO » informe les soumissionnaires ayant participé à la consultation restreinte réf. 26/CR/DAGS/FONCT/2025, portant :

Fourniture de PDR pour divers vibrateurs sismiques, réparties en cinq (05) lots :

Lot n°01 : PDR pour vibrateurs N65 et N65 Néo,

Lot n°02 : PDR pour vibrateurs N90 Néo,

Lot n°03 : PDR électriques pour vibrateurs N90 Néo,

Lot n°04 : Filtrations pour vibrateurs N90 Néo,

Lot n°05 : PDR spécifiques pour vibrateurs N90 Néo.

Que les contrats y afférents, ont été provisoirement attribués comme suit :

1/- ZHUOZHOU TALA PETROLEUM TECHNOLOGY & EQUIPMENT Ltd-Chine :

Lot n° 01 : pour un montant de 440 779,00 USD/CFR port d’Alger

Délai livraison : Quatre (04) mois à concurrence de deux expéditions.

Critère de choix : L’offre la moins disante sur la base du prix seul.

2/- SERCEL -France :

Lot n° 02 :

Montant Avant négociation : 132 047,00 Euro/CFR port d’Alger

Montant Après négociation : 125 558,80 Euro/CFR port d’Alger

Lot n° 03 :

Montant Avant négociation : 17 336,00 Euro/CFR port d’Alger

Montant Après négociation : 16 507,75 Euro/CFR port d’Alger

Lot n° 04 : pour un montant de 31 335,00 Euro/CFR port d’Alger

Lot n° 05 :

Montant Avant négociation : 518 717,00 Euro/CFR port d’Alger

Montant Après négociation : 483 478,16 Euro/CFR port d’Alger

Délai livraison : Quatre (04) mois à concurrence de deux expéditions.

Critère de choix : Continuation du processus avec la seule offre conforme.

Tout soumissionnaire qui conteste le résultat opéré par la structure contractante dans le cadre du présent contrat, peut introduire un recours qui devra être adressé au Président de la Commission de Contrôle de Conformité de l’Entreprise et déposé auprès du Département Passation des Marchés, dans les cinq (05) jours ouvrables à compter de la date de publication de l’avis d’attribution provisoire du contrat au BAOSEM, conformément à la procédure d’exercice et de traitement des recours des soumissionnaires aux contrats de l’E.NA.GEO indiquée au point de la section 1 (Instructions aux soumissionnaires), sous peine de rejet pour irrecevabilité en la forme.

The National Geophysical Company "ENAGEO" informs the bidders who participated by tender ref: 26/CR/DAGS/FONCT/2025, relating to:

Supply of Spare parts for various seismic vibrators, divided into five (05) Batches:

Batch n° 01: Spare parts for N65 and N65 neo vibrator,

Batch n° 02: Spare parts for N90 neo vibrator,

Batch n° 03: Spare parts Electric for vibrator N90 neo,

Batch n° 04: Filtration for N90 neo vibrator,

Batch n° 05: Specific Spare parts for N90 neo vibrator.

that the related contracts have been provisionally awarded as follows:

1/- ZHUOZHOU TALA PETROLEUM TECHNOLOGY & EQUIPMENT Ltd-Chine :

Batch n° 01: For a contract amount of: 440 779,00 USD/CFR port d’Alger.

Delivery time: Four (04) months in concurrence on two expéditions.

Selection criteria: The lower offer on the basis of price alone.

2/- SERCEL -France :

Batch n° 02:

Amount Before Negociation: 132 047,00 Euro/CFR port of Algiers

Amount After Negociation: 125 558,80 Euro/CFR port of Algiers

Any tenderer who contests the result made by the contracting structure within the framework of this contract, may lodge an appeal which must be addressed to the President of the Conformity Control Commission of the Company (CCCE) and filed with the Procurement Department, within five (05) working days from the date of publication of the provisional award notice of the contract to BAOSEM, in accordance with the procedure for exercising and processing tenderers' appeals to contracts of E. NA. GEO indicated in point of Section 1 (Instructions to tenderers), failing which it will be rejected as inadmissible in form.

توريد قطع غيار لمختلف الهزازات الزلزالية، مقسمة إلى خمسة (05) حصص:

الحصة رقم 01: قطع غيار للهزاز N65 neo و N65  

الحصة رقم 02: قطع غيار للهزاز N90 neo  

الحصة رقم 03: قطع غيار كهربائية للهزازN90 neo  

الحصة رقم 04: ترشيح للهزاز  N90 neo  

الحصة رقم 05: قطع غيار خاصة  للهزاز N90 neo

بأن العقود قد تم منحها مؤقتا على النحو التالي:

1/ ZHUOZHOU TALA PETROLEUM TECHNOLOGY & EQUIPMENT Ltd-الصين :

الحصة رقم : بقيمة  440 779,00 دولار امريكي CFR / ميناء الجزائر العاصمة.

مدة التسليم: اربعة (04) أشهرعلى دفعتين.

معيار الاختيار: العرض الأقل سعر على أساس السعر وحده.

2/  SERCEL- فرنسا:

الحصة رقم 02 :

قيمة العقد قبل التخفيض: 132 047,00  اورو / CFR ميناء الجزائر العاصمة.

قيمة العقد بعد التخفيض: 125 558,80 أورو / CFR ميناء الجزائر العاصمة.

الحصة رقم 03 :

قيمة العقد قبل التخفيض: 17 336,00  اورو / CFR ميناء الجزائر العاصمة.

قيمة العقد بعد التخفيض: 16 507,75  أورو / CFR ميناء الجزائر العاصمة.

الحصة رقم 04: بقيمة 31 335,00  اورو / CFR ميناء الجزائر العاصمة.

الحصة رقم 05 :

قيمة العقد قبل التخفيض: 518 717,00  اورو / CFR ميناء الجزائر العاصمة.

قيمة العقد بعد التخفيض: 483 478,16  أورو / CFR ميناء الجزائر العاصمة.

مدة التسليم: اربعة (04) أشهر على دفعتين.

معيار الاختيار: استمرار العملية مع العرض الوحيد الموافق لمتطلبات ملف الاستشارة.

يجوز لأي مقدم عرض يعترض على النتيجة الذي قام به هيكل التعاقد في إطار هده الصفقة، تقديم استئناف يجب توجيهه إلى رئيس لجنة مراقبة المطابقة للشركة وتقديمه إلى دائرة تحرير الصفقات، في غضون خمسة (05) أيام عمل من تاريخ نشر إشعار المنح المؤقت للصفقة في BAOSEM، وفقًا لإجراءات تمرين ومعالجة اعتراضات مقدمي العروض في أسواق المؤسسة الوطنية للجيوفيزياء المشار إليها إلى النقطة 21 في القسم 1 (تعليمات لمقدمي العروض)، تحت طائلة البطلان من حيث الشكل.
