Appel d’Offres Ouvert à la Concurrence Nationale et Internationale

N° 15/DAGS/INVEST/2026 - Lots n° 01, 02, 03, 04, 05, 06, 07, 08, 09, 10 et 11.

L’Entreprise Nationale de Géophysique « ENAGEO » informe les soumissionnaires ayant participé à l’Appel d’Offres Ouvert à la Concurrence Nationale et Internationale réf : 15/DAGS/INVEST/2026, portant fourniture d’outils de repêchage, répartis en Dix (10) lots :

Lot n° 01 : Deux (02) carotteuse portable universelle motorisée avec pack

de transport et accessoires,

Lot n° 02 : Deux (02) dispositifs SPT,

Lot n° 03 : Un (01) Pressiomètre semi-automatique avec accessoires,

Lot n° 04 : Un (01) Ultrason,

Lot n° 05 : Un (01) Densimètre électrique (ASTM D 7698),

Lot n° 06 : Un (01) Pénétromètre dynamique lourd avec accessoires,

Lot n° 07 : Une (01) machine de compression haute résistance avec

accessoires,

Lot n° 08 : Un (01) aéromètre à béton 08 litres,

Lot n° 09 : Une (01) grille à fente,

Lot n° 10 : Un (01) appareillage de l’essai équivalent de sable complet

(avec agitateur électrique),

Lot n° 11 : Trois (03) cabinets d’insonorisation et de sécurité.

Que les lots n° 01, 02, 03, 04, 05, 06, 07, 08, 09, 10 et 11, ont été déclarés infructueux par la Commission d’Ouverture des Plis pour les motifs suivants :

Lots n° 01, 02, 03, 04, 06, 07 et 10 : insuffisance de nombre d’offre reçues.

Lots n° 05, 08, 09 et 11 :  non réception d’offres.

Tout soumissionnaire qui conteste le choix opéré par la structure contractante dans le cadre du présent contrat, peut introduire un recours qui devra être adressé au Président de la Commission de Contrôle de Conformité de l’Entreprise et déposé auprès du Département Passation des Marchés, dans les Cinq (05) jours ouvrables à compter de la date de publication de l’avis d’infructuosité au BAOSEM, conformément à la procédure d’exercice et de traitement des recours des soumissionnaires aux contrats de l’E.NA.GEO indiquée au point 21 de la section 1 (Instructions aux soumissionnaires), sous peine de rejet pour irrecevabilité en la forme.

NOTICE OF INFRUCTUOSITE

Tender n° 15/DAGS/INVEST/2026 – Batch’s n° 01, 02, 03, 04, 05, 06, 07, 08, 09, 10 and 11.

The National Geophysics Company “ENAGEO” informs the bidders who participated in the call for tenders Open to National and   International Competition Ref. 15/DAGS/INVEST/2026, relating to :

supply of laboratory testing materials and various geotechnical equipment, divided into eleven (11) Batchs:

Batch n°01 : Two (02) portable universal motorized core drilling machines

complete with transport case and accessories,

Batch n°02 : Two (02) SPT (Standard Penetration Test) devices ,

Batch n°03 : One (01) semi-automatic pressuremeter with accessories,

Batch n°04 : One (01) ultrasonic testing device,

Batch n°05: One (01) electrical densimeter (ASTM D7698),

Batch n°06: One (01) heavy dynamic penetrometer with accessories

(HDCP),

Batch n°07: One (01) high-capacity compression testing machine

with accessories,

Batch n°08: One (01) 8-liter concrete air meter ,

Batch n°09: One (01) slotted sieve,

Batch n°10: One (01) complete sand equivalent test apparatus

(with electric shaker),

Batch n°11: Three (03) soundproof and safety cabinets.

that the Batch’s n° 01, 02, 03, 04, 05, 06, 07, 08, 09, 10 and 11, were declared unsuccessful by the Bid Opening Commission for the following reasons:

Batch’s n° 01, 02, 03, 04, 06, 07 and 10 : insufficient number of offers received.

Batch’s n° 05, 08, 09 and 11: non-receipt of offers.

Any bidder who contests the choice made by the contracting structure within the framework of this contract, may lodge an appeal which must be addressed to the President of the Company's Compliance Control Committee and filed with the Procurement Department, within five (05) working days from the date of publication of the notice of infructuosité to BAOSEM,  in accordance with the procedure for exercising and dealing with appeals by tenderers to contracts of the E. NA. GEO indicated in point 21 of Section 1 (Instructions to Tenderers), under penalty of rejection for inadmissibility in form.

تعلم المؤسسة الوطنية للجيوفيزياء مقدمي العروض الذين شاركوا في المناقصة المفتوحة للمنافسة الوطنية والدولية رقم  15/DAGS/INVEST/2026 المتعلقة :

بتوريد معدات خاصة بالاختبارات المخبرية ومختلف التجهيزات الجيوتقنية، موزعة على أحد عشر (11) حصة:

الحصة رقم : آلتي (02) حفر لُبابية محمولة متعددة الاستعمالات مزودة بمحرك، مع حقيبة نقل وملحقات،

الحصة رقم :  جهازي (02) اختبار الاختراق القياسي SPT،

الحصة رقم : Pressiométre (01) نصف أوتوماتيكي مع الملحقات،

الحصة رقم : 04  جهاز (01) فحص بالموجات فوق الصوتية،

الحصة رقم :05 جهاز (01)  قياس الكثافة الكهربائي وفق معيار ASTM D7698،

الحصة رقم:06   جهاز (01) اختراق ديناميكي ثقيل مع الملحقات (HDCP)،

الحصة رقم:07   آلة (01) اختبار الضغط عالية المقاومة مع الملحقات،

الحصة رقم:08  مقياس (01)  هواء الخرسانة بسعة 08 لترات،

الحصة رقم :09 غربال (01)  ذو شقوق،

الحصة رقم :10 جهاز (01)  اختبار المكافئ الرملي الكامل (مع هزاز كهربائي)،

الحصة رقم :11 ثلاثة (03) خزائن عازلة للصوت وآمنة.

بعدم جدوى الحصص رقم ، ، ، ، 05، ، 07، 08، 09، 10 و 11 من قبل لجنة فتح الأظرفة للأسباب التالية :

الحصص رقم 01، 02، 03، 04، 06، 07 و 10 : عدم كفاية العروض المستلمة.

الحصتين رقم 05، 08، 09 و11 : عدم استلام اي عرض.

يجوز للمترشحين تقديم طعونهم على عدم الجدوى في إطار هذه الصفقة في أجل لا يتعدى خمسة (05) أيام مفتوحة من تاريخ نشر إشعار عدم الجدوى فيBAOSEM، الطعون توجه عن طريق دائرة تحرير الصفقات إلى رئيس لجنة مراقبة المطابقة للصفقات و هذا وفقا للإجراءات المنصوص عليها في دفتر الشروط      (Point IS  21/1 Page 27)
