The Tender Dossier must be obtained electronically by any interested company upon publication of this notice in the BAOSEM, upon presentation of a copy of the commercial register relevant to the subject of the contract and the receipt for payment of the tender dossier acquisition fee: arzew.achat@fertial-dz.com

No later than Twenty (20) Days as of the date of publication of this notice in the BAOSEM, and upon payment of a non-refundable fee of Ten Thousand Algerian Dinars (10 000.00 DA). Payment must be made in the name of the tenderer's company by bank transfer to the FERTIAL-SPA account number: 00 20000 7070 0416 0004 62 BEA Arzew.

And Sixty-five (65) Euros for foreign suppliers to BEA Arzew RIB: 00200070070300000958 SWIFT: BEXADZAL070.

The single-stage submission procedure applies to this Invitation to Tender.

For this tender, technical offers, without any price information, and financial offers must be submitted simultaneously in two separate envelopes contained within a single sealed and anonymous envelope bearing only the following information, to the address indicated above:

The deadline for submitting offers, delivered by hand or courier, is no later than Sixty (60) Days after the date of publication of this notice before 4:00 PM.

Technical offers must be accompanied by a submission bail of:

For Algerian tenderers:

In figures: 4 000 000 DA;

In words: Four Million Algerian Dinars.

For foreign tenderers:

In figures: 26 000 Euros;

In words: Twenty-Six Thousand Euros ;

Or another convertible foreign currency.

The submission bail must be valid for One Hundred And Twenty (120) Calendar Days from the deadline for receipt of offers.

tenderers will remain bound by their offers for a period of One Hundred And Twenty (120) Days as of the date of opening of the technical offers.

The Contracting Authority may request that the tenderers extend the validity period of their offers during the evaluation process.

The opening date for technical offers (technical offers) is the working day following the offers submission deadline.

Eligibility Requirements:

tenderers must meet all of the following qualification criteria:

Position of a commercial register, including the activity code(s) or K BIS extract corresponding to the subject of this tender;

Financial Status:

Turnover for the last three years equal to or greater than Six Hundred Million (600,000,000.00) Algerian Dinars or equivalent in foreign currency;

Technical Capacity and Experience:

Having completed at least two (2) similar projects, supported by certificates of good performance, within the last ten (10) years.

That it has qualified personnel for key positions such as:

Project Manager: (Minimum five (5) years of experience in project management)

HSE Manager: (Engineer and/or Senior Technician in HSE with a minimum of three (3) years of experience)

Assembly and Disassembly Technician: (Technician with a minimum of three (3) years of experience)

That it has the qualified personnel mentioned in the provisional schedule, including Certificates of Competence in high-voltage electrical installations, compliant with IEC 61936-1, for personnel in charge of removal and installation work,

Valid H2V MV electrical authorizations for personnel in charge of removal, installation, and pre-commissioning work, and valid B2V MV electrical authorizations for personnel in charge of commissioning and start-up work.

Possessing a valid, high-tech professional qualification and classification certificate, category 3 or higher, with nomenclature 341-3911 or 348-4923, or equivalent for foreign tenderers.
