La société de maintenance industrielle, par abréviation SOMIK-SPA informe l’ensemble des soumissionnaires ayant participés à Appel d’Offres National et International ouvert N°12/APPRO/2025, en une seule étape, ayant pour objet la fourniture produits d’isolation, parue dans le baosem le 12/03/2026 N°2489, que le marché est attribué provisoirement aux soumissionnaires :

ISOMAR SA pour le lot N° 01 avec un montant de : 518 000.00 EURO/CFR PORT DE SKIKDA.

KURVERS PIPING pour le lot N° 02 avec un montant de : 271 000.00 EURO/CFR PORT DE SKIKDA.

LAD TRAD pour le lot N° 03 avec un montant de : 543 550.00 DOLLAR/CFR PORT DE SKIKDA.

LAD TRAD pour le lot N° 04 avec un montant de : 795 992.00 DOLLAR/CFR PORT DE SKIKDA.

Le soumissionnaire qui conteste le choix opéré par la structure contractante peut introduire un recours auprès de la Structure Contractante.

Le recours est introduit dans les cinq (05) jours ouvrables à compter de la publication de l’avis d’attribution provisoire du marché dans le BAOSEM, Si le cinquième jour coïncide avec un jour non ouvrable ou un jour de repos légal, la date limite de recours est prorogée au jour ouvrable suivant.

Le recours d’un soumissionnaire ne peut porter que sur les décisions prises par la Structure Contractante, dans le traitement de son offre.

Tout recours introduit par un soumissionnaire doit comporter :

Les noms (prénoms), qualité, fonction, raison sociale et adresse du siège social du soumissionnaire

Les références et l’objet de l’appel d’offres concerné.

Un exposé des motifs du recours, daté et signé, accompagné de toutes pièces justificatives.

Les recours des soumissionnaires doivent être déposés ou transmis à la Structure Contractante, désignée dans l’Avis d’Appel d’Offres et/ou dans le Dossier d’Appel d’Offres et ce, contre un accusé de réception.

The industrial maintenance company, abbreviated as SOMIK-SPA, informs all tenderers having participated in the National and International Open Invtation to Tender, in a single stage, No. 12/APPRO/2025, regarding :

Supply of insulation products

Published in the Baosem on March 12th, 2026, No. 2489, the contract is provisionally awarded to the following tenderers:

ISOMAR SA for Batch No. 1, with an amount of: €518 000.00/CFR, Port of Skikda.

KURWERS PIPING for Batch No. 2, with an amount of: €271 000.00/CFR, Port of Skikda.

LAD TRAD for Batch No. 3, with an amount of: $543 550.00/CFR, Port of Skikda.

LAD TRAD for Batch No. 4, with an amount of: $795 992.00/CFR, Port of Skikda.

A tenderer who disputes the selection made by the contracting authority may introduce a recourse with the contracting authority.

The recourse must be introduced within five (5) working days of the publication of the provisional award notice in the BAOSEM. If the fifth day falls on a non-working day or a legal holiday, the recourse deadline is extended to the next working day.

A tenderer's recourse may only concern decisions made by the contracting authority in the processing of its tender.

All recourses introduced by a tenderer must include:

The tenderer's full name, title, position, company name, and registered office address;

The reference and subject of the relevant tender ;

A dated and signed statement of grounds for the recourse, accompanied by all supporting documents.

Tenderer's recourses must be introduced or sent to the Contracting Structure, designated in the Invitation to Tender and/or in the Tender Documents, against an acknowledgement of receipt.

يمكن للمترشحين المعارضين للاختيار المقرر من طرف المصلحة المتعاقدة تقديم طعن لدى المصلحة المتعاقدة

يجب تقديم الطعن في غضون  أيام عمل ابتداء من تاريخ نشر المنح المؤقت للصفقة بالباوسم. إذا صادف اليوم الخامس يوم راحة أو عطلة قانونية، يتم تمديد المهلة إلى غاية يوم العمل الموالي.

لا يمكن للمترشح الطعن إلى فيما يتعلق بالقرارات المتخذة من طرف المصلحة المتعاقدة في تقييم العرض الخاص به.

يجب أن يحتوي كل طعن مقدم من طرف المترشح على:

الاسم، الرتبة، الوظيفة، اسم الشركة، العنوان الاجتماعي لمقر مؤسسة المترشح،

مراجع وموضوع المناقصة المعنية،

عرض عن أسباب الطعن، مؤرخ وممضى، مرفوق بوثائق تبريرية.

يجب إيداع الطعون أو إرسالها إلى المصلحة المتعاقدة المذكورة في المناقصة و/أو ملف المناقصة، مقابل إقرار بالاستلام.
