National & International Pre-qualification notice

APNI N° 21/INVEST/DBD/DG/ALSCiF/2026

As part of its strategy to develop unconventional resources, the Algerian Company for Well Stimulation, Cementing, and Fracturing, abbreviated as ALSCiF, located in Oued Irara, P.O. Box 208 Hassi Messaoud – Ouargla, hereby launches a national & international pre-qualification notice, under reference APNI N° 21/INVEST/DBD/DG/ALSCiF/2026, with the aim of selecting leading partners specialized in:

Hydraulic fracturing applied to unconventional resources (UCR).

VISION AND CONTEXT:

Through this approach, ALSCiF aims to draw on the expertise of specialist partners, with proven international experience, capable of delivering innovative, efficient, and reliable solutions in compliance with the highest international standards in Health, Safety and Environment (HSE) and operational performance

PURPOSE OF THE NOTICE

The purpose of this notice is to pre-qualify highly qualified companies with demonstrated expertise in hydraulic fracturing operations, capable of:

Supporting ALSCiF in the design, preparation, and implementation of hydraulic fracturing projects related to unconventional resources (RNC).

SCOPE OF SERVICES:

Pre-qualified companies will be engaged in high value-added services, including but not limited to:

• Technical and operational support in project preparation;
• Strategic and operational planning of field campaigns;
• Mobilization of appropriate technical and technological resources;
• Support for on-site execution of operations;
• Engineering and design of hydraulic fracturing programs for unconventional resource development;
• Optimization of operational and economic performance;
• Knowledge transfer and development of local capabilities.

Interested candidates may obtain the Pre-Qualification Dossier by email at the address below, by sending to the Contracts Department a copy of their Trade Register along with the present pre-qualification notice:

• Companies interested in this pre-qualification notice are invited to submit their service proposals to ALSCiF with a view to establishing a potential framework for cooperation with the selected company (ies).
• As part of the first phase of the pre-qualification process, applicant companies will be evaluated and shortlisted by an ad hoc committee, in accordance with ALSCiF’s applicable contract award procedures.
• The results of the pre-qualification process, including the list of shortlisted candidates, will be published in BAOSEM.
• Applicants who are not shortlisted will be formally notified of the rejection of their applications by the Contracts Department.
• Pre-qualified candidates will be invited to sign commitment agreements valid for the duration of the pre-qualification period, enabling their participation in subsequent selective tendering processes, in accordance with the Contract Award Procedures. Where necessary, site visits may be organized to allow candidates to carry out the required technical assessments.

SUBMISSION PROCEDURES

During the initial phase, candidates are required to submit only:

• A general information file;
• An administrative file.

Candidates must demonstrate, to the satisfaction of the contracting entity, that they possess the technical, human, and financial capabilities required to successfully perform the services covered by this pre-qualification notice. They must also provide solid and relevant references in similar projects.

To this end, candidates are required to include in their application all documents specified in the Pre- Application dossiers provided by ALSCiF.

Application dossiers, accompanied by the required documents, must be submitted in a double sealed envelope. The outer envelope must remain anonymous and shall bear only the following mention:

The deadline for receipt of applications for this pre-qualification notice is set at thirty (30) days from the date of publication of this notice in BAOSEM.

Any application received after the above deadline will not be considered.

If the closing date falls on a public holiday and/or legal rest day, submissions may be made on the next working day.
