PROVISION DRILLING OPERATIONS SUPPORT SERVICES FOR 2026 DRILLING CAMPAIGN

PT Pertamina Algeria Eksplorasi Produksi (Company), in association with Sonatrach-S.P.A and Repsol Exploracion 405A,S.A, “The Association” managed by the presidentiel decret N°- 24-438 of December, 31st 2024, acting as operator for development of Menzel Lejmat North MLN Block 405a, located in the Berkine Basin Algeria, having its Head Office at Bali Building/The Legacy Luxury Hotel Algiers Hydra, 1st Floor, Lotissement Moutchatchou, Lot BD11, Haut Site Hydra 16043 Algiers, Algeria, launches a Restricted National tender related to:

Nº. 2603 (26) PROVISION DRILLING OPERATIONS SUPPORT SERVICES FOR 2026 DRILLING CAMPAIGN

The scope of work includes provision of heavy equipment and light vehicle, storage yard operation such as porta-cabin, portable lightings and electric generator set, heavy equipment operator and personnel to support COMPANY's operation.

IMPORTANT: This invitation is strictly intended for specialized companies operating in the Drilling Operations Support Services. Only companies with demonstrated experience, technical capability, and proven competence in those activities are invited to participate.

Conditions of Participation:

This Restricted National tender applies only to tenderers meeting the specified conditions, and the Company invites interested parties to express their interest in this free electronic Invitation to Tender (ITT) by submitting the required documents via email to the addresses provided below.

1. Bidder shall hold a valid Trade Register (Registre de Commerce) activities related to the Work being tendered.
2. Provide Statement Letter that Bidder is not being listed in the Sonatrach vendors blacklist.
3. Proof of maintaining an operational office or working base located in Hassi Messaoud, which must be fully active and operational at the time of tender.
4. Proof of having five (05) years minimum of experience in similar heavy equipment, light vehicle and storage services within the National context is required.

This invitation to tender is a one stage process which requires tenderers to submit the Technical and Commercial proposals at once, before the set deadline.

The deadline and time for sending the Interest letter and the trade license is fifteen (15) days from the date of publication of this advertisement in the Baosem magazine & the online platform, at 6 pm on the last day of submission, Algeria local time.

The deadline for Bids submission is forty five (45) days from the date of publication of this advertisement in the Baosem magazine & the online platform at 6 pm on the last day of submission deadline, Algeria local time.

The date of publication is included in the calculation of both the above set submission deadlines.

For the interest letter and trade license sending by email, the reception date in the above mentioned email inboxes validates the tenderers participation in this invitation to tender. Any documents received beyond the set deadline shall be considered as nul and void.

For the bids submission at the SH/Pertamina address, stamp and date of good receipt of the Reception Office of SH/Pertamina Association Hassi Messaoud Base de vie, shall validate bids submission acceptance. Only bids received and dated by this office before the specified deadline will be considered valid

Any bid submitted or received by post courier at the Reception Office, after the above-mentioned deadline will be considered as null and void.

Tenderers remain committed by their offers for a period of One Hundred Eighty (180) calendar days from the date of the opening of the envelopes (technical offers opening being the benchmark).

All the cost incurred for the preparation of the bids documents, the shipping fees and any associated cost must be entirely a tenderer’s charge. Tenderers shall not get into any recourse to claim to Company for the reimbursement of such cost.
