PT Pertamina Algeria Eksplorasi Produksi (Company), in association with Sonatrach-S.P.A and Repsol Exploracion S.A, “The Association” managed by the presidentiel decret N°- 24-438 of December, 31st 2024, acting as operator for development of Menzel Lejmat North MLN Block 405a, located in the Berkine Basin Algeria, having its Head Office at Bali Building/The Legacy Luxury Hotel Algiers Hydra, 1st Floor, Lotissement Moutchatchou, Lot BD11, Haut Site Hydra 16043 Algiers, Algeria; launches a restricted national tender Nº. 2500 (25) related to:

PROVISION OF GENERAL CONSTRUCTION, MAINTENANCE, TURNAROUND (TAR) EXECUTION AND FIELD OPERATION SUPPORT SERVICES FOR MLN BLOCK 405A

Scope of Work:

Potential Contractor shall provide the necessary manpower, equipment, and material to support general operations, construction and modification works, maintenance activities, and Turnaround (TAR) execution services for oil and gas facilities located in MLN Block 405a, Berkine Basin, approximately 275 km southeast of Hassi Messaoud. These services are to support the daily operations of the Association Sonatrach/PT Pertamina Algeria Eksplorasi dan Produksi (the Company).

Company invites tenderers interested by the current free submission electronic Invitation to tender (ITT) to manifest their interest by sending by e-mail, to the below provided addresses, the following documents:

• Letter of interest requesting for a copy of the invitation to tender documents. The interest letter must be duly signed by the tenderer’s authorized person;
• A copy of the trade register containing that MUST contain the following mandatory activity codes:

• 102201 Construction of production facilities of hydrocarbon
• 102207 Pipeline Repair

This invitation to tender is a one stage process which requires tenderers to submit both the separated Technical and Commercial proposals at once, before the set deadline.

The scanned copies of the required documents must be readable and of good quality, PDF format is recommended.

Deadlines:

1. The deadline and time for sending the Interest letter and the trade license is Seven (07) days from the date of publication of this advertisement in the Baosem magazine & the online platform, at 6 pm on the last day of submission, Algeria local time.
2. The deadline for the Bids submission is Thirty (30) days from the date of publication of this advertisement in the Baosem magazine & the online platform, at 6 pm on the last day of submission deadline, Algeria local time.

The date of publication is included in the calculation of both the above submission deadlines.

1. For the interest letter and trade license submission by email, the reception date in the above mentioned email inboxes validates or excludes the tenderers participation in this invitation to tender. Any documents received beyond the set deadline shall be considered as nul and void.
2. For the bids submission at the SH/Pertamina Base de Vie address, the stamp and date of good receipt by the Reception Office of SH/Pertamina Association Hassi Messaoud Base de vie, shall validate bids submission acceptance.

Any bid submitted or received by post courier at the Reception Office, after the above-mentioned deadline will be considered as null and void.

Bidders remain committed by their offers for a period of One Hundred Eighty (180) calendar days from the closing date for bids receipt.

Conditions of Participation :

This national tender is restricted for bidders meeting the following conditions:

1. Having all trade register activity codes required above;
2. Having sufficient experience in the provision of all the required services summarised above.
3. Not being listed in the Sonatrach vendors blacklist;
4. Not having litigation with PT Pertamina Algeria Eksplorasi Produksi or its parteners, including Sonatrach;

All the cost incurred for the preparation of the bids documents, the shipping fees and any associated cost must be entirely a tenderer’s charge. Tenderers shall not get into any recourse to claim to Company for the reimbursement of such cost.
