PT Pertamina Algeria Eksplorasi Produksi (Company), in association with Sonatrach-S.P.A and Repsol Exploracion S.A, “The Association” managed by the presidentiel decret N°- 24-438 of December, 31st 2024, acting as operator for development of Menzel Lejmat North MLN Block 405a, located in the Berkine Basin Algeria, having its Head Office at Bali Building/The Legacy Luxury Hotel Algiers Hydra, 1st Floor, Lotissement Moutchatchou, Lot BD11, Haut Site Hydra 16043 Algiers, Algeria, launches a national Restricted tender in three separated Lots:

The Provision of Integrated Well Intervention & Well Testing Services is to support our activity in MLNBlock 405A located 275 Km, South of Hassi Messaoud. The overall Scope of Work is divided in three (03)lots. Each lot shall be evaluated independently and on a non-cumulative basis, and bidders may participate in whole or partial lot as follows:

LOT 1: PROVISION OF COILED TUBING, FLUID & NITROGEN PUMPING, STIMULATION,CEMENTING, & SPECIALTY APPLICATION, AND WELL CLEAN UP

To provide a complete truck mounted coiled tubing unit, ancillary equipment and personnel with arange of CT sizes to run in wells with 4-1/2’’ and 3-1/2’’ completion with minimum ID of 3.688’’ and2.8’’ respectively and some wells with patch restriction to 2.0’’ and depth to 3,700 meters andfuture potential for deviated wells to 4,500 meters with 10,000 psi and 300°F working service forpurposes but not limited to of well clean up or unloading, milling, fishing, plug setting (mechanicaland cement), squeezing, profile modification and well stimulation, utility strings for downholeinjection.

To provide service, equipment, and personnel for well testing of the producing wells with the use ofconventional test separator with optional MPFM. This includes support to well service anddrilling/workover operation on frequent basis. This includes well clean up post drilling/workover orperforations.

LOT 2: HYDRAULIC FRACTURING FOR THE DRILLING, COMPLETION, WORKOVER AND WELLSERVICE PROGRAMMES

To provide equipment, personnel and material to perform the Hydraulic Fracturing Services in theMLN field.

LOT3 : SLICKLINE SERVICES

To provide slickline services, equipment, and personnel to support ongoing well maintenance andintervention operations as well as any completion support as part of the planned phase Vdevelopment drilling campaign include but not limited to Completion operations, RoutineReservoir management Data Collection operation (SBHP, PBU, MPLT)

Company invites tenderers interested by the current free electronic Invitation to tender (ITT) to manifest their interest by sending by e-mail, to the below provided addresses, the following documents:

Letter of interest requesting for a copy of the invitation to tender documents. The interest letter must be duly signed by the tenderer’s authorized person;

A copy of the valid trade register including the relevant activity codes for both local and foreign companies with permanent establishment in Algeria.

Companies interested should not being subject to Sonatrach blacklist or having any litigation with Petamina/Repsol and it’s partner.

This invitation to tender is a one stage exercise

The scanned copies of the required documents must be readable and of good quality, PDF format is recommended.

The deadline and time for sending the Interest letter and the trade register is fifteen (15) days from the date of publication of this advertisement in the Baosem magazine & the online platform, at 6 pm on the last day of submission, Algeria local time.

The deadline for Bids is Forty-Five (45) days from the date of publication of this advertisement in the Baosem magazine & online platform, at 6 pm on the last day of submission, Algeria local time.

The date of publication is included in the calculation of both the above set submission deadlines.

For the interest letter and trade register sending by email, the reception date in the above provided emails inboxes validates or excludes the tenderers participation in this invitation to tender.

For bids submission, only Company stamp and date of good receipt of the Reception Office at Hassi Messaoud Base de vie, shall validate bids submission acceptance.

Any bid submitted or received by post at the Reception Office, after the above-mentioned deadline will be considered null and void.

Bidders remain committed by their offers for a period of One Hundred Eighty (180) calendar days from the date of the opening of the envelopes (technical offers being the benchmark).

Important Notes :

This national restricted tender applies only for bidders meeting the following conditions:

Having a trade register activity codes above mentioned;

Being a company specialized in Well Services and intervention;

Not being listed in the Sonatrach vendors blacklist;

Not having litigation with PT Pertamina Algeria Eksplorasi Proudksi/Repsol or its parteners, including Sonatrach;

All the cost incurred for the preparation of the bids documents, the shipping fees and any associated cost must be entirely a tenderer’s charge. Tenderers shall not get into any recourse to claim to Company for the reimbursement of such cost.
