PT Pertamina Algeria Eksplorasi Produksi (Company), in association with Sonatrach-S.P.A and Repsol Exploracion 405A,S.A, “The Association” managed by the presidentiel decret N°- 24-438 of December, 31st 2024, acting as operator for development of Menzel Lejmat North MLN Block 405a, located in the Berkine Basin Algeria, having its Head Office at Bali Building/The Legacy Luxury Hotel Algiers Hydra, 1st Floor, Lotissement Moutchatchou, Lot BD11, Haut Site Hydra 16043 Algiers, Algeria, launches a Restricted National Tender related to:

Nº. 2610 (26) PROVISION OF TECHNICAL SERVICES FOR PHASE-5 WELL DEVELOPMENT PROJECT

The scope of work includes the provision of Technical Services to provide personnel for Technical Services at Work Location to support COMPANY's operation.

The Services are intended to support Phase-5 Well Development Project. The requirement is divided into two (2) lots, and bidders may participate in one lot or both lots, as outlined below:

Lot 1: Provision of Technical Services for Surface Facilities (SF) Phase-5: Supervision and Support Services.

Lot 2: Provision of Technical Services for Drilling Phase 5: Supervision and Control Services.

IMPORTANT: This invitation is strictly intended for specialized companies operating in the business of Technical Services. Only companies with demonstrated experience, technical capability, and proven competence in Technical Services activities are invited to participate

Conditions of Participation:

This Restricted National tender applies only to tenderers meeting the specified conditions, and the Company invites interested parties to express their interest in this free electronic Invitation to Tender (ITT) by submitting the required documents via email to the addresses provided below.

Bidder shall hold a valid Trade Register (Registre de Commerce) activities related to technical services.

Provide Statement Letter that Bidder is not being listed in the Sonatrach vendors blacklist.

Proof of Having headquarters in Hassi Messaoud or, alternatively, a liaison/representative office in the same location.

The bidder shall have adequate infrastructure in Hassi Messaoud, including accommodation facilities (such as living quarters or hotel/housing agreements) and access to transportation (automobile fleet)

The scanned copies of the required documents must be readable and of good quality, PDF format is recommended.

This invitation to tender is a one stage process which requires tenderers to submit the Technical and Commercial proposals at once, before the set deadline.

The deadline and time for sending the Interest letter and the trade license is fifteen (15) days from the date of publication of this advertisement in the Baosem magazine & the online platform, at 6 pm on the last day of submission, Algeria local time.

The deadline for Bids submission is forty five (45) days from the date of publication of this advertisement in the BAOSEM magazine & the online platform at 6 pm on the last day of submission deadline, Algeria local time.

The date of publication is included in the calculation of both the above set submission deadlines.

For the interest letter and trade license sending by email, the reception date in the above mentioned email inboxes validates the tenderers participation in this invitation to tender. Any documents received beyond the set deadline shall be considered as nul and void.

For the bids submission at the SH/Pertamina address, stamp and date of good receipt of the Reception Office of SH/Pertamina Association Hassi Messaoud Base de vie, shall validate bids submission acceptance. Only bids received and dated by this office before the specified deadline will be considered valid

Any bid submitted or received by post courier at the Reception Office, after the above-mentioned deadline will be considered as null and void.

Tenderers remain committed by their offers for a period of One Hundred Eighty (180) calendar days from the date of the opening of the envelopes (technical offers opening being the benchmark).

All the cost incurred for the preparation of the bids documents, the shipping fees and any associated cost must be entirely a tenderer’s charge. Tenderers shall not get into any recourse to claim to Company for the reimbursement of such cost.
