the Algerian Energy Company (SPA ACS), identified under the Fiscal Number 000116001677221, launches a national and international open invitation to tender for the realization in EPC of of a sea water desalination plant with of a capacity of 70 000m3 / j in Inverse Osmose.

The factory will be realized in the site of Guerbes, wilaya of Skikda ( Algeria), inorder to meet the needs of water :
the Integrated Phosphate Project, Demineralized Water of 22 000m3 / j.
the neighbouring localities Drinking water 48 000 m3 / j

The tenderer within this framework will have for mission

ENGINEERING, PROCUREMENT, CONSTRUCTION, OF A SEAWATER DESSALINATION PLANT AND ITS EXPLOITATION AND MAINTENANCE

Financial Step

The project’s technical offer must be accompanied by the original copy of the submission bail with an amount of 500.000.00US$, emanate from a bank of first rate.and the administrative file required in the tender dossier
The project’s technical offer must be deposited in a sealed fold, non-identifiable which carries on the external fold the mention:

The technical offer must never carry an indication to the Cession price or any other financial element.

The specifications’ withdrawal deadline is limited at 16h00 local time, in 29th August 2019

The technical tender’s submission deadline is fixed to 03 rd November 2019 before 10 :00

The technical offer’s opening shall be public and take place on 03rd November 2019 at 10 :30 Local time at AEC address SPA mentioned above.

The offers’ preparation deadline by the tenderers is limited at 95 calendar days as from the date of publication of the invitation to tender on BAOSEM.

The technical offers’ validity duration is at 180 days as from the date of the technical offers’ submission.

The tenderers, after the technical phase, are invited to submit a financial offer (the price offer).

They shall be invited to the financial offers’ opening session which shall take place publicly.

The project’ financial offer shall be evaluated according to the Evaluation Procedure, described in the specifications. The results shall be publicly proclaimed after the financial offers’ evaluation session that shall take place immediately after the financial offers’ opening session.

The date, time and place of the financial offers’ opening and evaluation session shall be communicated to the admitted during notifying the acceptance of their technical offer.
