As part of its non-destructive testing activities for welded assemblies in the high-pressure gas transmission network, SONELGAZ -Gaz transportation Issues a national and international invitation to tender for:

REGENERATION AND MAINTENANCE OF RADIOACTIVE SOURCES

Ir (Iridium) 192 for GAMMAMAT DEVICES TYPES “TSI 5/1 – TSI 3/1” PROPERTY OF

SONELGAZ TRANSPORT GAZ

(Framework Contract for a Period of Three (3) Years)

This national and international invitation to tender is open only to specialized companies with recognized expertise in the field, as recognized by the National Authority for Nuclear Safety and Security (ANSSN).

Any interested tenderer in this invitation to tender can withdraw the specifications upon payment by bank transfer of the non-refundable sum of (20,000.00 DZD) to the account of the Algerian Electricity and Gas Company – Gas Transport, held at the National Bank of Algeria, Gué de Constantine Branch "00637" - Algiers - Algeria, to the following account number: 001 00637 0300000005 95; and upon presentation of a letter from the organization authorizing the person to make the withdrawal from:

Foreign tenderers will withdraw the tender documents upon presentation of a non-refundable SWIFT receipt confirming payment of one hundred euros (€100.00).

The invitation to tender process will be conducted in two (2) stages, during which interested candidates will be required to submit a technical offer and a financial offer on the same day.

The envelopes for the financial offers must be separate from those for the technical ones.

This invitation to tender is open to companies specializing in this field.

The specifications will only be provided to candidates or their duly authorized representatives who are not included in the list of tenderers below:

• Any tenderer listed on the SONELGAZ Group's red or black list or who has been subject to an exclusion decision.

• Any tenderer whose submission bail was seized during the previous fiscal year (2024).

• Any tenderer whose contract (contract, order, letter of intent, or purchase order) was terminated due to their sole fault during the last three (3) fiscal years (2022, 2023, and 2024).

• Any tenderer with a dispute with Sonelgaz Transport du Gaz

Technical and financial offers, accompanied by the documents and materials required in the specifications, must be submitted to the address below, on the same day as the opening of the technical offers, in a double sealed and anonymous envelope bearing the following mention:

offers accompanied by a submission bail must be submitted in a double sealed envelope to the above address by 10:00 AM on January 27^th , 2026.

Technical and financial offers must be accompanied by the original submission bail in favor of SONELGAZ Transport du Gaz, the amount of which is defined as follows:

A guarantee issued by a bank governed by Algerian law for Algerian tenderers, for an amount exceeding 1% of the financial offer in Algerian Dinars.

For foreign tenderers, a guarantee issued by a first-class bank, for an amount exceeding 1% of the financial offer in euros or the equivalent in Algerian Dinars.

The tenderer’s administrative file must contain the following documents:

• This specification, initialed at the bottom of each page, with the words "read and accepted" and the tenderer's signature on the last page.

• The bank guarantee (original copy), conforming to the model in Appendix A1.

• The power of attorney for the person representing the bidder at the offers’ opening session.

• The company's articles of incorporation (certified copy).

• The tax statements for the last three (3) years (certified copies).

• The certificate of legal filing of the company's accounts for companies with legal personality (for national bidders).

• The declaration to be submitted, conforming to the model in Appendix B-2 (original copy).

• The power of attorney for the person authorized to enter into the contract.

• The trade register (certified copy by the CNRC for national tenderers).

• The tax assessment notice (for national tenderers).

• The tax identification number (NIF) (for national tenderers). • CNAS and CASNOS registration certificates (for national tenderers)

• A criminal record extract for the candidate if an individual, or for the manager or CEO if a company (for national tenderers).

• Documented references (ANSSN (formerly COMENA) visas, service orders, relevant excerpts from contracts, purchase orders, etc., and certified copies of certificates of satisfactory performance from the candidate's main clients who have used their services over the past three (3) years).

• The manufacturer's certification for the regeneration of Ir-192 radioactive sources.

• The technical proposal itself (detailed technical documentation, including the manufacturer's certification for the regeneration of radioactive sources).

• A letter of commitment to ensure the maintenance of radioactive sources and radioactive source containers for the entire duration of the contract.

• A declaration of integrity conforming to the model in Appendix 5.

No identifying marks on the outer envelope are permitted, under penalty of rejection.

The deadline for submitting offers is January 27^th , 2026, at 10:00 AM, and the public opening of the offers will take place immediately thereafter.

tenderers will remain engaged to their offers for 180 days as of the date of the opening of the technical offers.
