National and International Open Invitation to Tender

The Company for Hydrocarbons Offshore Terminals Management and Exploitation “STH Jsc” issues a national and international open invitation to tender regarding:

Repair of the free spans of the submarine lines serving the SPM1 and SPM2 buoys in the West Region

The tender package may be withdrawn from:

STH SPA, Direction Générale, Direction Administration Générale, Département Passation des Marchés (Tél : 0660 57 41 72), Zone Industrielle d’Arzew Route de Marsa El Hadjadj (à proximité de l’unité de dessalement d’eau de mer KAHRAMA) Oran

On the 60^th day at 10h00 utmost as of the publication of the present notice in the BAOSEM. by any interested prospective tenderer.

The interested companies may withdraw or receive the tender package upon presentation of the following documents:

• A Copy of the electronic trade register in the field of the works that object of this invitation to tender, in particular the marine works;
• Payment voucher of a non-repayable amount of Five Thousand Dinars (5.000,00 DZD) concerning the Algerian companies or Fifty Euros (50 €) concerning the foreign ones.

The payment shall be made by transfer into bank account N° 002 00070 0702200168 92 open at External Bank of Algeria BEA- Agency El Marsa Arzew 70, N°11, Rue Mohamed Fertas Tourville Arzew –Oran. Algeria.

It is drawn to the tenderers’ knowledge that the payment of the specifications’ withdrawal fees can be done at any bank.

NB:

• Every mandated person must bring a proxy duly established and the wet stamp of the company;
• A confidentiality letter must be filled in and signed by the candidates at the moment of withdrawing the specifications;
• The companies that have been excluded from the contracts of STH Spa of Sonatrach Group are not accepted at the specifications’ withdrawal.

The submission mode in a single step applies to this invitation to tender.

In this invitation to tender, the technical offers, with no reference to the price and the financial ones, each of them accompanied by the documents listed in the specifications, must be put simultaneously in two separate folds, contained in the same external one at the following address:

  OFFRE TECHNIQUE & FINANCIERE

We inform the tenderers that the offers must be submitted on 60^th day utmost (as of the date of publication of this notice in the Baosem), date and time limit of the offers’ submission.

Every offer sent after this deadline shall be rejected.

The technical offers are assorted by a submission bail (the original one) with an amount of 7 000 000.00 DZD concerning the Algerian companies, and 50 000.00 € or other convertible currency concerning the foreign ones.

The bail validity period is equal to the offers’ validity one, that is 180 days, assorted by an additional period of 30 calendar days as of the date of the offers’ opening.

The folds containing the technical offers shall be opened in the presence of the tenderers’ representative(s) who would like to attend to the opening session on an invitation to be sent to them.

The folds containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly mandated.

The invitation to attend the financial offers’ opening shall be addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirements.

No modification in the technical or financial offer shall be accepted after their submission.

The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the offers’ submission.
