NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDERS

N° 05/MNB/MCI/2024/INV

Sonatrach Company, Pipeline Transportation Activity, Maintenance Division, Maintenance Directorate Biskra/ BP 138, Zone industrielle Biskra, issues a national and international open invitation to tenders regarding:

Overhauls & Repairs of a GE / LM2500 aero-derivative gas turbine & Hot section components, auxiliaries with supply of consumable kits.

The Tender file may be withdrawn by any interested candidate, against payment of a non-refundable amount of Ten Thousand (10,000.00) Algerian Dinars for national Tenderers or Seventy Euros (70 €) for foreign Tenderers and an electronic copy of an extract from the electronic trade register or equivalent showing the function code in line with the subject of the DAO.

For national tenderers the payment shall be made by bank transfer to account N° 002000 56 0 56 62 325 38, open at BEA Biskra Agency 07000 Algeria.

The foreign tenderers For foreign Tenderers, payment will be made by transfer to bank account N° 002000 56 56 0 56 62325 38 BIC : BEXADZAL, opened at BEA agence de Biskra 07000, Algérie.

Proof of payment and a copy of the electronic trade register (or equivalent) showing the function code in line with the subject of the DAO, no later than twenty-one (21) calendar days before 3:00 p.m., from the date of publication of this notice in the BAOSEM.

The proof of payment must imperatively bear the references of the DAO to be withdrawn and must obligatorily bear the tenderer's name or company’s name.

The e-mail address used by the Tenderer to send the proof of payment and the copy of the trade register (or equivalent) will be used as the e-mail exchange address.

Upon receipt of the proof of payment and the copy of the electronic trade register (or equivalent) by SONATRACH at the above-mentioned e-mail address, the DAO will be sent to the tenderer.

The tenders’ submission in one step applies to the present invitation to tender.

Concerning this invitation to tender, the technical offers, with no reference to the price and the financial ones must be submitted simultaneously in two separate envelopes contained in the same envelope, to the following address:

The deadline for receipt of offers is set at Sixty (60) calendar days as of the date of publication of this invitation to tender in the BAOSEM.

If one of the dates (deadline for withdrawal or deadline for submission of offers) coincides with an ordinary day of rest or a public holiday, the said date will be extended to the next working day.

Technical offers must be accompanied by a submission bail of :

Eight Million Five Hundred Thousand Algerian Dinars (8,500,000.00 DA) for national tenderers.

An amount of Fifty-Nine Thousand Euros (€59,000.00) or Sixty-Four Thousand US Dollars ($64,000.00) for foreign tenderers.

The period of validity of the submission bail is set at one hundred and eighty (180) days from the deadline for submission of offers, with an additional period of 30 days.

The offers will be opened in the presence of the tenderer's representative(s) who wish to attend, in possession of a delegation of authority or a mandate, at the public opening session which will take place at the following address:

Tenderers may submit the tender guarantee on the day of the opening of the technical offers.

The tenderers keep engaged to their offers for a period of of one hundred and eighty (180) calendar days as of the date of the offers’ opening.

The tenderers whose technical offers have been declared compliant will be invited to attend the financial offers’ opening session.
