NOTICE OF OPEN NATIONAL AND INTERNATIONAL PRESELECTION

N° 01.Sonelgaz-Transport du Gaz/DCER/2024

The Algerian Company of Electricity and Gaz-Gaz transmission is launching a national and international open Invitation to tender for :

Studies, engineering, supplies, training, construction work and commissioning of the following structures:

National Surveillance Center of Gas Transmission Network (Algiers),

National Surveillance Center of Gas Transmission Network (Blida),

National Surveillance Center of Gas Transmission Network (Oran),

National Surveillance Center of Gas Transmission Network (Constantine)".

Pre-selection will be carried out in a single stage, and interested candidates will be asked to submit a pre-selection file.

Against payment by bank transfer of the sum of Fifteen Thousand Algerian Dinars (15,000.00 DA) non-refundable, to account N° 001 00637 0300 000 005 clé 95 opened with the Banque Nationale d'Algérie (B N A), Agence Gué de Constantine 00637- Gué de Constantine Alger.

Payment of the specifications will be made by bank transfer, mentioning the account to be credited, approved by the tenderers bank.

Foreign bidders will be required to present a non-refundable Swift, justifying payment of 100€.

The preselection specifications will only be given to bidders wishing to participate or to their duly authorized representatives.

Pre-selection documents must be submitted to the address below on the same day as the bid opening date, in a sealed, anonymous double envelope marked:

The offer must be accompanied by the following documents:

The initialed preselection booklet,

The letter of application for preselection drawn up in accordance with the model in Appendix 1,

The Candidate's or, in the case of a Candidate in a group, each member's information sheet, as shown in Appendix 2, including the organizational structure and role of said members. Please note that in the case of a consortium, these documents must be provided by each member of the consortium (*),

The declaration to be signed according to the model in appendix 3; in the case of a consortium, each member of the consortium must provide his or her own declaration of probity. The lead partner must specify in the declaration to be signed who is designated as the agent representing all members vis-à-vis Sonelgaz-Transport du Gaz (*),

The declaration of probity according to the model in appendix 4, in the case of a grouping each member of the grouping must provide his own declaration of probity, the lead partner must specify in his declaration of probity, who is designated as the agent representing all members vis-à-vis Sonelgaz-Transport du Gaz (*);

A letter of commitment not to use retired or resigning personnel from the Sonelgaz, Sonatrach and Mines groups, in accordance with the model in appendix 5 (*),

Certified copies of the Candidate's articles of association or, if the Candidate is a group, the articles of association of each member of the group (*),

The form of mandate in accordance with the model attached in Appendix 6,

Documents attesting that the Applicant or Applicants in the case of a consortium are in compliance with their fiscal and parafiscal obligations (*),

Proof of power of attorney for persons authorized to bind the contract,

Trade register or equivalent authenticated document,

Bank references,

Duly certified financial statements for the last three years, including :

- Income statements.

- Balance sheet.

- Depreciation schedule.

- Fixed assets.

- Cash flow statement.

- Statement of changes in shareholders' equity.

List of main shareholders and associates,

NIF for national bidders and foreign bidders who have worked in Algeria,

Valid social security certificates for Algerian companies,

The grouping agreement, in the case of a grouping or consortium, in accordance with the model attached in appendix 10,

A certificate of legal filing of company accounts for commercial companies incorporated under Algerian law,

An extract from the criminal record of the bidder in the case of an individual, and of the manager or managing director in the case of a company (this provision does not apply to foreign companies not resident in Algeria),

List of representatives in Algeria for after-sales service

A list of references for the design, manufacture, implementation and commissioning of similar projects worldwide, based on the template in Appendix 7;

All references, with a description of the solution (system, telecoms and RTU terminal stations) for each project, must be supported by certificates of satisfactory performance issued by the customer and authenticated by the Chamber of Commerce in the Candidate's country, or by an equivalent body,

Project organization according to the model in Appendix 8.

The CVs of the Key Personnel designated for this project, according to the model in Appendix 9;

Project management plan,

Valid ISO 9001 version 2015 certificates;

Attestations of Good System Operation issued by customers after the warranty period or, failing that, during the warranty period, with a technical description of each project.

(*) : In the case of a consortium, these documents must be supplied by each member of the consortium.

The outer envelope must not contain any markings identifying the bidder, otherwise it will be rejected.

The submission offers deadline is fixed on May 06^th 2024 at 10:00 a.m. (local time) and the public offers opening will take place immediately after.

Tenderers will remain bound by their offers for 180 days from the date of the bid opening.
