NOTICE OF OPEN NATIONAL AND INTERNATIONAL PRESELECTION

The Algerian Electricity and Gas Company - Gas Transport is issuing a national and international open preselection regarding:

Studies, engineering, supplies, training, construction work, and commissioning of the following projects:

National Gas Transport Network Monitoring Center (Algiers),

Regional Gas Transport Network Monitoring Center (Blida),

Regional Gas Transport Network Monitoring Center (Oran),

Regional Gas Transport Network Monitoring Center Gas Transport (Constantine).

The pre-selection process will be conducted in a single stage, during which interested candidates will be asked to submit a pre-selection application.

Upon payment by bank transfer of the non-refundable sum of Fifteen Thousand Algerian Dinars (15 000.00 DA), to account No. 001 00637 0300 000 005 clé 95 at the National Bank of Algeria (BNA), Gué de Constantine Branch, Algiers.

Payment for the tender documents will be made by bank transfer, specifying the account to be credited and approved by the tenderer's bank.

Foreign candidates must obtain the tender documents upon presentation of a non-refundable SWIFT transfer confirming payment of €100.

The pre-selection tender documents will only be provided to tenderers wishing to participate or their duly authorized representatives.

The pre-selection documents must be submitted to the address below on the same day as the offer opening, in a sealed, anonymous double envelope marked:

The application must be accompanied by the following documents:

The initialed pre-selection form,

The letter of application for pre-selection, prepared according to the template in Appendix 1,

The information sheet, prepared according to the template in Appendix 2, for the applicant or, if the applicant is a consortium, for each member of the consortium, including the organizational structure and the role of said members. It should be noted that in the case of a consortium, these documents must be provided by each member of the consortium (*).

The declaration to be signed according to the model in Appendix 3: in the case of a consortium, each member of the consortium must provide their own declaration of integrity. The lead member must specify in their declaration who is designated as the agent representing all members vis-à-vis Sonelgaz-Transport du Gaz (*).

The letter of commitment not to use retired or resigning personnel from the Sonelgaz, Sonatrach, and Mines group, according to the template in Appendix 5 (*),

Certified copies of the Candidate's articles of association or, if the Candidate is a consortium, the articles of association of each member of the consortium (*),

The mandate template in accordance with the template attached in Appendix 6,

Documents attesting that the Candidate(s) in the case of a consortium are compliant with their tax and parafiscal obligations (*),

The power of attorney certificate for the persons authorized to commit the Contract,

The commercial register or equivalent certified document,

Bank references,

The duly certified financial statements for the last three years, including:

- Income statement.

- Balance sheet.

- Depreciation schedule.

- Fixed asset schedule.

- Cash flow statement.

- Statement of changes in equity.

List of principal shareholders and partners,

Tax Identification Number (NIF) for national tenderers and foreign tenderers who have worked in Algeria,

Valid social security registration certificates for companies incorporated under Algerian law;

The joint-venture agreement, if applicable, in accordance with the template in Appendix 10;

The certificate of legal filing of financial statements for commercial companies with legal personality under Algerian law;

An extract from the criminal record of the tenderer (if an individual) and of the manager or managing director (if a company) (this provision does not apply to foreign companies not resident in Algeria);

A list of representatives established in Algeria for after-sales service;

A list of references for the design, manufacture, implementation, and commissioning of similar projects worldwide, according to the template in Appendix 7;

All project references, including a description of the solution (system, telecommunications, and RTU terminal stations), must be supported by certificates of satisfactory completion issued by the client and authenticated by the Chamber of Commerce of the applicant's country, or an equivalent body.

Project organization according to the template in Appendix 8.

CVs of key personnel assigned to this project according to the template in Appendix 9;

The project management plan;

Valid ISO 9001:2015 certificates;

Certificates of satisfactory operation of the remote operation system issued by the clients after the warranty period or, failing that, during the warranty period, with a technical description of each project.

(*) Note that in the case of a consortium, these documents must be provided by each member of the consortium.

No identifying marks of the bidder should appear on the outer envelope, under penalty of rejection.

The deadline for submitting offers is March 17^th, 2026, at 10:00 a.m. (local time), and the public opening of the offers will take place immediately thereafter.

Bidders will remain bound by their offers for 180 days from the date of the bid opening.
