NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER

No. 14 DEN.VCP.CNDG.GTP/2025

L'Entreprise Nationale de Grands Travaux Pétroliers (E.N.G.T.P); represented by the Engineering Department, issues a national and international open invitation to tenders regarding:

Batch No. 1: Study, Acquisition, and Commissioning of Control Systems and PCV Valves

Batch No. 2: Acquisition and Commissioning of Gov Hydro-Pneumatic Valves

Batch No. 3: Acquisition and Commissioning of the LCV level control valve

For the project: "Rehabilitation of the CNDG-HRM National Gas Dispatching Center".

The tender documents may be withdrawn at the address mentioned above by any interested candidate no later than twenty-one (21) days as of the publication of this notice in the BAOSEM, upon presentation of a signed commitment on company letterhead to the person authorized to collect them and proof of payment of a non-refundable amount of:

Fifteen thousand Algerian Dinars (15 000.00 DA) made in cash to the order of ENGTP at the cash desk located on the ground floor of the GTP SIEGE/REGHAIA administrative building or by bank transfer to ENGTP account No. 002 00006 0600660203 22, External Bank of Algeria BEA Rouïba Branch, Rue HASSIBA BEN Bouali Rouïba.

Or One Hundred Euros (€100) by bank transfer to ENGTP account No. 001 00641 0310000031 74, Swift Code: BNALDZALXXX, National Bank of Algeria BNA Branch 641 Rouïba, Rue HASSIBA BEN Bouali Rouïba ALG.

The two-stage (02) submission method applies to this Invitation to Tenders.

For the first stage, the technical offers, without any indication of price for the contract that is the subject of this invitation to tender, must be submitted in four separate envelopes contained within a single outer envelope, to the following address:

No later than Thirty (30) Days from the date of publication of this invitation to tender in the BAOSEM.

The technical offers must be accompanied by a offer security in the form of a submission bail in the following amounts:

The submission bail is valid for the same period as the offers themselves, i.e., one Hundred and Eighty (180) Days as of the date of opening of the technical offers, plus an additional Thirty (30) Calendar Days.

The submission bail is an integral part of the technical offer.

The submission bail may be submitted to the offer opening committee by the tenderer or their authorized representative on the day of the technical offer opening.

The offers will be opened in the presence of the tenderer's representative(s) who wish to attend the opening session at the address mentioned above. The date of this session will be communicated to them by letter of invitation.

Tenderers will remain bound by their offers for a period of One Hundred and Eighty (180) Calendar Days as of the date of the technical offer opening.

Tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

For the second stage, the offers will be opened in the presence of the tenderer's representative(s) who wish to attend the opening session. The date of this session will be communicated to them by letter of invitation.

Eligibility Requirements:

Tenderers must meet the qualification criteria to execute the contract based on the following criteria:

Demonstrate a sound financial position with balanced cash flow, enabling them to execute the contract that is the subject of this Invitation to Tender;

Experience of the Manufacturer/Supplier in the manufacturing and marketing of the Supply and the execution of at least two (2) similar contracts of the same nature and scope. These references must be submitted on the tenderer's letterhead, including the reference number of the tender documents, and with the submission of at least two (2) certificates of satisfactory performance duly signed by the various clients.

Equipment must comply with applicable regulations, standards, and norms.

The criteria of technical capacity and experience will be used to determine whether the supplier is eligible.

capacity enabling it to perform the contract satisfactorily.

The tenderer shall provide, by client name, professional references for contracts of a similar nature to those described in the tender documents that the tenderer has successfully completed. Such references shall include, as a minimum:

The client's name;

Locations and dates of services provided;

Certificates of good performance duly signed by the various clients.

Technical offers must be accompanied by the required documents listed in the specifications.

As well as any other information or document required from the tenderers, as specified in the Tender Documents. For this purpose, tenderers shall use, in particular, the relevant documents and templates included in the tender documents.

The aforementioned documents are listed in the Tender Documents under Article IS: 7.2

Technical offers must include the following documents:

The technical offer submission letter;

The declaration to be signed;

The declaration of integrity;

The confidentiality declaration;

The code of ethics;

Professional references with two (2) certificates of good performance for the services covered by this tender;

The submission, bearing minimum information and equal to the amount indicated in the table above:

Denominated in Algerian Dinars and issued by a bank governed by Algerian law for

Algerian tenderers;

Denominated in a convertible foreign currency and issued by a bank governed by Algerian law, counter-guaranteed by a first-class foreign bank for foreign tenderers;

The general information and administrative files, as detailed in points 10 and 11 below;

The technical offer itself, including the relevant Contract documents, in particular those highlighting the tenderer's qualifications, certifications, accreditation, implementation plans and methodology, proposed technical solution, and experience;

Observations and/or comments on the technical offer in relation to the technical file, if applicable ;

Observations and/or comments on the draft contract, if applicable ;

The delegation(s) of authority of the signatory(ies), and that of any consortia, authorizing the signatory(ies) of the offer to bind the tenderer;

The commitment to provide a guarantee from the ultimate parent company or majority shareholders, if applicable ;

The draft contract, signed and initialed on all pages;

The manufacturer's authorization(s);

The tender documents (DAO) bearing the words "read and accepted" on their last page;

And any other information or documents to be provided by the tenderers, if specified in the tender documents. Tenderers shall use, in particular, the corresponding documents and templates included in the tender documents for this purpose.

Tenderers must accompany their technical offers with the following general information package:

Details of their organization and structure, including for each member of a group or consortium ;

Documents relating to their qualifications in the field of the relevant contract, as well as professional references;

Details of their current and projected workload;

ISO certification or equivalent, company quality plan, and/or qualification certificate;

Documents proving the qualifications and experience of key personnel ;

Documents proving its financial, technical, and production capabilities necessary to execute the Contract;

For Algerian Tenderers :

Articles of incorporation and list of principal shareholders or partners; these documents must be certified by the competent authorities of their country ;

Extract from the electronic trade register or artisan card for artisans;

Tax identification number (NIF) for Algerian tenderers;

For tax clearance certificates showing outstanding tax debts, the tenderer must provide a tax schedule or a legal deferral of payment issued by the competent tax administration.

Certificate of social security contributions for national tenderers;

Criminal record extract for natural persons;

Certificate of legal filing of company accounts for commercial companies registered with the National Trade Register Center;

Balance sheets, income statements, notes to the financial statements, bank references, the auditor's reports for the last three (3) years, and any other financial documents ;

- History of past and ongoing disputes with all clients ;

The signature of the authorized signatory acting on behalf of the tenderer. It must be original, dated, and signed by the tenderer;

Copy of the receipt for payment of the tender withdrawal fees made out to the tenderer.

For foreign Tenderers :

Company statutes and list of principal shareholders or partners, certified by the legal authorities of their respective countries

Extract from their electronic trade register endorsed by the Chamber of Commerce;

Updated tax status in the countries where their registered offices are located;

Certificate of social security compliance;

Certificate of tax residency issued by the tax authorities of their respective countries for foreign tenderers without a permanent establishment in Algeria.

Tax identification number (NIF) for foreign tenderers with a permanent establishment or who have worked in Algeria.

Financial statement of the tenderer, including balance sheets, income statements, and the auditor's reports for the last three years;

History of past and current disputes.

Criminal record extract for individuals;

Power of attorney for the signatory authorized to act in the name and on behalf of the tenderer and committing the company or business to the performance of the contract covered by these specifications. This document must be original, dated, and signed by the tenderer ;

Copy of the receipt for payment of the tender document withdrawal fee, made out to the tenderer.
