The National Company of Big Oil Works (ENGTP), presented by the Engineering Directorate issues a national and international invitation to tender regarding:

Supply and commissioning of CHIMICAL INJECTION PACKAGES 

For the project: EPC AND COMMISSIONING FOR HOOK-UP FIVE ACCELERATION WELLS FOR BRS PHASE 2 (BLOCKS 433A & 416B –ALGERIA)

The Tender Documents may be withdrawn from the above address, by every interested tenderer, in 21 days utmost, as of the publication of this notice in BAOSEM, upon presentation of a nominative commitment on paper with company letterhead to the person authorized to withdraw and proof of payment of a non-refundable amount of:

Technical offers are accompanied by an offer guarantee in the form of a Submission bail in the amount of:

The validity period of which is equal to the validity period of the OFFERS, i.e., (180) days as of the date of technical offer’s opening, in addition to an additional period of (30) calendar days.

The submission bail is an integral part of the technical offer.

The submission bail may be submitted to the offer’s opening committee by the tenderer or their authorized representative on the day the technical offers are opened.

The offers will be opened in the presence of the tenderer(s)s' representatives who so wish at the opening session at the above-mentioned address, the date of which will be communicated to them by invitation letter.

tenderers will remain engaged to their offers for a period of (180) calendar days as of the date of technical offers’ opening.

tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

The offers, during the second stage, will be opened in the presence of the representative(s) of the tenderers who wish to attend the opening session, which will be communicated to them by invitation letter.

Conditions of eligibility:

Qualification criteria for tenderers:

tenderers must meet the qualification criteria to be eligible to execute the contract, based on the following:

- Demonstrate a sound financial position with sufficient liquidity to execute the contract covered by this invitation to tender;

- The manufacturer/supplier must demonstrate experience in the manufacturing and/or marketing of the requested product, based on at least two (2) similar contracts of comparable scope. These references must be provided on the bidder's letterhead, including the tender reference number, and accompanied by duly signed performance certificates from the respective clients.

- The equipment must comply with applicable regulations, standards, and specifications.

The technical capacity and experience criteria will be used to determine whether the supplier has the capability to perform the contract satisfactorily.

The tenderer must provide, by client name, professional references for contracts similar to those described in the Request for Proposal documents that the bidder has successfully completed. Such references must include, as a minimum:

The client's name;

The location and timeframe of the services provided;

Duly signed performance certificates from the clients.

NB:

The references must be provided in a document with the supplier's header and signature.

Technical offers must be accompanied by the required documents listed in the specifications.

And any other information or documents that tenderers are required to provide, as specified in the DAO. tenderers should use, for this purpose, the relevant documents and templates included in the specifications.

The aforementioned documents are mentioned in the specifications under Article IS: 7.2

The technical offers must include the following documents:

The technical offers submission letter, according to the template in Section 4;

The declaration of acceptance, according to the template in Section 4;

The declaration of integrity, according to the template in Section 4;

The confidentiality declaration, according to the template in Section 4;

The submission bail, with the minimum requirements and in the amount indicated in IS 7.7 below, and according to the template in Section 4:

Issued in Algerian Dinars by an Algerian bank for Algerian tenderers;

Issued in a freely convertible foreign currency by an Algerian bank, counter-guaranteed by a first-class foreign bank for foreign bidders;

The general information file and the administrative file, as detailed in sections 7.2.2.1 and 7.2.2.2 below;

The technical proposal itself, as detailed in section 7.2.3, including the relevant contract documents, particularly those demonstrating the bidder's qualifications, certifications, approvals, implementation plans and methodology, proposed technical solution, and experience;

Any comments and/or observations on the technical proposal with respect to the technical specifications, if any;

Any comments and/or observations on the draft contract, if any;

The power of attorney for the signatory(ies), and for any joint ventures, authorizing the signatory(ies) to bind the bidder;

The undertaking to provide a guarantee from the ultimate parent company or majority shareholders;

The signed and initialed draft contract (all pages);

The manufacturer's authorization(s);

The specifications, with the statement "Read and Accepted" on the last page.

And any other information or documents that must be provided by the tenderer, as specified in the Request for the specifications. the tenderers must use, for this purpose, the relevant documents and templates included in the specifications. The ethics guidelines, with the statement "Read and accepted" included.

- Any missing documents required in the specifications must be submitted by the tenderers within ten (10) working days following the request from the contracting entity.

- The absence of any of these three documents (the technical proposal itself, the declaration form, and the bid security) will result in the automatic rejection of the bid.

- If these documents contain any irregularities (errors, inconsistencies, or omissions) that do not affect the substance of the proposal and do not violate the requirements of the specifications, the contracting entity may request that the relevant bidders make the necessary corrections.

- Including the contract price in the technical proposal and/or failing to separate the technical proposal from the financial proposal will result in the rejection of the bidder's technical proposal.

- Submitting the financial proposal during the technical evaluation stage is grounds for rejection of the bid.

- All bid documents must be legible and contain all the required information.

Bidders must include the following general information with their technical proposals:

Detailed information on their organization and structure, including for each member of a joint venture or consortium;

Documents relating to their qualifications in the field of the contract in question, as well as professional references;

The details of his current and provisional load plan;

ISO or equivalent certification, company quality plan and/or certificate of qualification;

Documents proving the qualifications and experience of key personnel;

The documents proving its financial, technical and production capabilities necessary to execute the Contract.

Tenderers must accompany their technical tenders with the following administrative file:

 For Algerian tenderers:

Articles of association of the company and list of main shareholders or partners,

Extract from its e-commerce register;

Update on the tax situation in Algeria;

The excerpt of clearance for Bidders under Algerian law Regarding the excerpt of clearance with a tax debt, the Bidder must provide a tax calendar certificate or a legal suspension of payment issued by the competent tax administration.

Status with regard to social security bodies in Algeria;

Certificate of filing of financial statements;

History of past and ongoing legal disputes;

Criminal record extract for natural persons;

Financial statement of the Bidder, including balance sheets, income statements, and auditor's reports for the last three years;

Power of attorney of the authorized signatory acting on behalf of the Bidder and binding the company or entity to the contract described in this tender document. This document must be original, dated, and signed by the Bidder;

Professional references with two (2) certificates of satisfactory performance related to the type of goods or services specified in this tender;

Copy of the receipt for payment of the tender document fee, issued in the name of the Bidder;

Tax identification number (NIF) for Algerian-registered bidders;

For foreign tenderers:

Company statutes and list of principal shareholders or partners, certified by the competent authorities in their country;

Extract from their electronic trade register, certified by the chamber of commerce;

Up-to-date tax status documentation from the countries where their registered offices are located.

Social security compliance certificate;

Financial statements of the tenderer, including balance sheets, income statements, and auditor's reports for the last three years;

History of past and ongoing legal disputes;

Criminal record extract for natural persons;

Power of attorney of the authorized signatory, acting on behalf of the Bidder and binding the company or entity to the contract described in this tender document. This document must be original, dated, and signed by the Bidder;

Professional references, including two (2) certificates of satisfactory performance related to the type of services/goods specified in this tender;

Copy of the receipt for payment of the tender document fee, issued in the name of the tenderer;

Tax residency certificate issued by the tax authorities of their country for foreign bidders who do not have a permanent establishment in Algeria;

Tax identification number (TIN) for foreign bidders who have a permanent establishment or have previously worked in Algeria.
