In 30 days utmost as of the date of publication of this invitation to tender in the Baosem, by any interested tenderer, in return of the presentation of a copy of the trade register and a payment voucher of a nonrefundable sum of 7 000,00 DZD concerning Algerian tenderers, by bank transfer to BEA, Agency Cité Djamel Oran, account n° 002 000 81 08 122 000 80/14, and 70.00 € concerning foreign ones, by bank transfer into BEA account, Agency Djenane El Malik Hydra Algiers, account n° 00 2000 05050 3264 12459.

Proof of payment for the withdrawal of the tender package (Bank Notices/Cash Deposit Slip) must be made out in the tenderer's name.

The tender mode in a single stage applies to the present invitation to tender.

In the first step of this invitation to tender, the technical tenders, without any price indication and the financial ones must be handed over simultaneously in separate envelopes contained in the same external one), in 45 days utmost as of the specifications’ withdrawal deadline, at the address:

The technical offers are assorted by a submission bail for each batch, labeled in Algerian Dinars for the Algerian tenderers. For the foreign tenderers, it must be issued from Algerian banks covered by counter-guarantees issued from foreign banks of the first rate.

Batch n° 01: 3 000 000 DZD

Batch n° 02: 2 000 000 DZD

The submission bail can be submitted by the tenderer to the members of the Technical Offers’ Opening Commission on the day of the technical offers’ opening.

If the last day, as of the offers' submission deadline, coincides a day off, the date shall be postponed to the following workday.

the envelopes shall be opened in the presence of the tenderers' representatives who would like to attend to the opening session that shall take place at: Ancienne bas Bethioua RTO-Bethioua, at the date and time indicated in the invitation letter that shall be sent to the tenderers having already withdrawn the specifications.

The envelopes containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly designated during the financial offers’ opening and examination which shall take place on the date, the time and the address mentioned in the invitation that shall be addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirements.

Tenderers shall remain bound by their tenders for a period of 180 days as of the technical tenders’ opening date.
