OPEN INTERNATIONAL INVITATION TO TENDER

No. 27/AOI/SAIEG/UFPMEP/2026

The Algerian Electricity and Gas Industries Company, hereinafter referred to as SAIEG S.p.A., a subsidiary of the Sonelgaz Group, through its Pole and Public Lighting Equipment Manufacturing Unit (UFPMEP), located at Industrial Zone of Rouiba, P.O. Box No. 10, Rouiba, Algiers Province, Algeria, hereby invites Open International Tenders for the:

Supply, installation, commissioning, calibration, and validation of ten (10) professional 100-meter wind measurement stations intended for the characterization of Algeria's national wind energy potential.

This Open International Invitation to Tender shall be conducted in a single-stage procedure, whereby interested bidders are required to submit, on the same day as the bid opening:

-A Technical Proposal containing no reference whatsoever to prices; and

-A Financial Proposal indicating the offered prices.

The Financial Proposal must be submitted in a separate sealed envelope from the Technical Proposal.

The Tender Documents may be collected upon presentation of proof of payment of the following non-refundable fee: One Hundred Euros (EUR 100) for foreign bidders, payable by bank transfer to the following account:

The Tender Documents shall be issued only to the bidders themselves or to their duly authorized representatives.

The Technical and Financial Proposals, prepared separately, shall be enclosed in a single anonymous outer envelope bearing no identification of the bidder and shall be submitted to the above address within twenty (20) days following the first publication of this Invitation to Tender in BAOSEM.

The public opening session of both the Technical and Financial Proposals shall take place at 10:00 a.m., twenty (20) days after the first publication in BAOSEM, at the above-mentioned address.

The anonymous outer envelope containing both the Technical Proposal and the Financial Proposal shall bear only the following wording:

DO NOT OPEN

All Technical Proposals must be accompanied, at the latest by the deadline for submission of bids, by an original Bid Security issued in the name of SAIEG/UFPMEP.

Bidders shall remain bound by their Technical and Financial Proposals for a period of one hundred and twenty (120) days from the date of the opening of the Financial Proposals.
