Supply of chemicals, assistance service and control in two (02) distinct batches

 

Sonatrach company –Refining & Petrochemistry Activity – Exploitation Refining Division- Algiers Refinery- Sidi Arcine-Baraki- POB N° 185, El-Harrach, launches a national and international open invitation to tender concerning, Supply of chemicals, assistance service and control in two (02) distinct batches

 

Batch n° 01: Corrosion inhibitors, assistance service, and treatment control for units.

Unit 500: Naphtha hydro treatment

Unit 560: Amine treatment of fuel gas

Unit 580: Amines’ regeneration.

 

Batch n° 02: Anti-Foam for units.

Unit 560: Amine treatment of fuel gas

Unit 580: Amines’ regeneration

Unit 590: Sulfide block

Against a payment of a non-refundable amount of five thousand Algerian Dinars (5 000, 00 DA) for Algerian bidders and thirty three Euros (33€) for foreign bidders, and on presentation of a copy of trade register and provided with the company stamp.

The mode of submission in one step is applied for the current call to tender.

 

Under the present tender, the technical bids, without any indication of price and the financial bids must be submitted simultaneously in separate sealed folds, and under the penalty of rejection, contained in one sealed anonymous fold, the outer envelope must bear the following references:

Technical and Financial Offer

The closing date of submitting the technical and financial offers is fixed to Forty Five (45)   days before 4.00 PM starting from the publication of the present notice in the BAOSEM.

 

The technical offers are accompanied with a bid guarantee of the amount of the bid guarantee is:

 

Batch N° 01: Corrosion inhibitors, assistance service, and treatment control for units.

Six million Algerian Dinars (6 000 000.00 DA) for Algerian bidders.

Forty thousand Euros (40 000.00 €) for foreign bidders.

Batch N° 02: Anti-Foam for units.

Two hundred thousand Algerian Dinar (200 000.00 DA) for Algerian bidders

One thousand and four hundred Euros (1 400.00 €) for foreign bidders.

 

In which the period of validity is equal to the period of validity of the offers that is one hundred and twenty (120) days, with an additional deadline of thirty (30) calendar days.

 

The folds containing the technical offers will be opened in presence of bidders or their duly representatives who would like to attend the opening session. Dates, place and time of this event will be transmitted by fax to the bidders who have deposited a fold.

 

Folds containing the financial offers will remain glued and will be deposited in a safe place until they will be opened and examined by The Folds’ Opening Commission, after the technical evaluation (first phase) that will be conducted by the Commission of Technical Offers’ Evaluation.

 

The folds containing the financial offers will be opened and evaluated in presence of bidders or their duly representatives who would like to attend the financial tenders’ opening and evaluation session which will take place, date and time mentioned on the invitations that would be transmitted to the only bidders whose technical offers are declared in accordance with the tender’s file requirements.

 

The bidders will remain committed to their bid for a period of one hundred and twenty (120) days starting from the date of submitting the offers.

 

The bidders can submit for one or two batches.
