CALL OF TENDER

SONATRACH / Exploration - Production Activity / Production Division / Procurement and Transport Direction, located at 8 Chemin du Reservoir Hydra, Algiers, invites to an open National and International call of tender for the supply of :

• Batch 01 : Down hole’s equipment for completion 4-1/2" and 3-1/2" for wells in OUED NOUMER Direction.
• Batch 02 : Down hole’s equipment for completion 4-1/2" in 13% Chrome in HAMRA Direction.
• Batch 03 : Down hole’s equipment for completion 3-1/2" in 13% Chrome in STAH Region.
• Batch 04 : Down hole’s equipment for completion 4-1/2" in Super 13% Chrome in GASSI TOUIL Region.
• Batch 05 : Down hole’s equipment for Gas wells for completion 4-1/2", 3-1/2", 2-7/8" and 2-3/8" in OHANET Region.
• Batch 06 : Down hole’s equipment for Oil wells for completion 2-7/8" and 2-3/8" in OHANET Region.
• Batch 07 : Down hole’s equipment for completion 4-1/2" in RHOURDE EL BAGUEL Region
• Batch 08 : Permanents and Retrievable Production Packers for completion 3-1/2", 2-7/8" AND 2-3/8" in IN AMENAS Region.

from the first publication of the hereby bid notice in the bulletin of companies to Energy and Mines area BAOSEM, against payment of a nonrefundable fee of : Fifteen thousand Algerian Dinars (15 000 DA) for companies subject to Algerian law, or One Hundred Twenty Euro (120 €) for companies subject to foreign law.

The documentary evidences of payment (banking notices / deposit slips (species)) must be necessarily drawn up in name of the tenderers.

The bidder has the option to make an offer for one or more batches at a time.

The mode of submission in one step (technical and financial offer) applies to this call of tender.

The technical tenders, with no reference to price, and financial tenders must be simultaneously sent under two separated covers in the same anonymous envelope to the following address:

The external envelopes:

a) Will be sent to the contracting structure;

b) will exclusively mentioned the heading of the bargain indicated in the DPAO, the title and number of tender notice and the mention «TECHNICAL OFFER and FINANCIAL OFFER - NOT TO OPEN»

The deadline for submission of bids is fixed to Sixty (60) days before 15h00 from the first publication of the hereby bid notice in the bulletin of companies to Energy area and Mines BAOSEM (on paper version), except an extension is granted.

The seal of receipt of the Office Order of Sonatrach shall prevail

Any tenders received after 15:00, local time, during the date of the deadline or extended for submission of bids will be considered null and void.

If the date falls on a holiday and / or a legal holiday, the folds can be deposited the next business day.

Bids will be opened in a public session.

The envelopes containing the technical bids will be opened in the presence of representatives who wish to the opening session to be held. The date, place and time specified will be sent by fax to all tenderers withdrew the bid of tender, inviting them to attend at the public bid opening session.

It remains naturally that only the tenderers having put handed an offer, can attend the opening session of the folds of the technical offers.

The envelopes containing the financial bids will be opened and examined in the presence of tenderers who wish to attend or their representatives duly appointed at the session of opening and examination of financial bids to be held on the date, time and address specified in the invitation addressed only to bidders whose technical bids were declared compliant to the specifications.

The deadline for receipt of requests for clarification shall be ten (10) days before the date of submission of tenders indicated above.

The technical bids shall be accompanied by a bid bond in favor of Sonatrach:

• The foreign bidder:

will establish a bank guarantee submission for each batch, (see table below), issued by a Bank of Algerian right whose headquarters is preferably in Algiers, against warranted by a first-rate foreign Bank in favor of customer.

• Tenderer subject to Algerian law:

will establish a bank bid guarantee of submission for each batch, (see table below), issued by a Bank of Algerian right in favor of SONATRACH – Production Division - 8, Chemin du Réservoir, Hydra – Alger.

The bank guarantee of submission must be established in favor of the beneficiary and will remain valid up to signature of the contract and the implementation of the guarantees required to the contract, or at the latest thirty (30) days after the date of validity of the offers.

Tenderers will remain committed by their offers during a period of one hundred eighty (180) days from the date of bid opening of technical offers.

- Specifications shall be submitted only to the representative duly appointed by the tenderer which would like participate in this invitation to tender.

- No sign allowing the identification of the tenderer must be mentioned on the external envelope, in order to avoid its rejection.

- The candidates on the blacklist of companies in the sector of energy and mines cannot withdraw the tender bid.
