On March, 28^th 2023 at 15h30 utmost, by any interested tenderer, in return of the presentation of a copy of the trade register in the activity field of this invitation to tender, the wet stamp of the tenderer, a delegation of power in case of a mandated person, signed by the first responsible and the payment voucher of a nonrefundable sum of 7 000,00 DZD concerning Algerian tenderers by transfer to the bank account BEA, Agence cité Djamel Oran, Account N°002 000 81 08 122 000 80/14 and 50.00 € concerning foreign ones, by bank transfer into BEA account, Agency Djenane El Malik Hydra Algiers, N° 00 2000 05050 3264 12459.

Proof of payment for the withdrawal of the tender package (Bank Notices/Cash Deposit Slip) must be made out in the tenderer's name.

The tender mode in a single stage applies to the present invitation to tender.

In the first step of this invitation to tender, the technical tenders, without any price indication must be handed over in an envelope on April, 30^th 2023 at 15h30 utmost, at the address:

The technical tenders are assorted by a submission bail in Algerian Dinars for the Algerian tenderers. Concerning the foreign ones, it must be issued by an Algerian bank, covered by a counter-guarantee issued from foreign banks of the first rate, with an amount of 80 000 DZD.

The submission bail can be deposited by the interested tenderer on the day of the technical offers’ opening.

If the last day of the offers’ submission deadline coincides a day off, the date shall be postponed to the following workday.

The envelopes, in the first step, shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the following address:

The envelopes containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly designated during the financial offers’ opening and examination which shall take place on the date, the time and the address mentioned in the invitation that shall be addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirements.

Tenderers shall remain bound by their tenders for a period of One Hundred and Eighty (180) days as of the technical tenders’ opening date.
