OPEN NATIONAL AND INTERNATIONAL CALL OF TENDER IN ONE PHASE

1.SONATRACH, Exploration-Production Activity, Production Division, Procurement and Transport Direction, located at 8 chemin du reservoir Hydra, Algiers, invites tenderers to national and international competition for the supply of:

Batch n°01:
-One (01) firefighting bucket truck

Batch n°02:
-Tree (03) mixed firefighting vehicles
-Five (05) rapid intervention vehicles

2. Tenderers can withdraw the file of invitation to tender at the following address:

Against payment of:
100 Euros, for foreign tenderers,
10 000 DZD , for tenderers subject to Algerian law,
Into SONATRACH/DP bank account
N° 002 00005 050 32 64 125 56 – BEA Branch, Djenane El Malik – Hydra – ALGER.
Proof of transfers relating to the withdrawal of specifications (bank Reviews / Slips cash payments) must be at the bidder's name.

The amount paid for the withdrawal of File of Invitation to tender and all related costs are under no circumstance reimbursed.

File of Invitation to tender shall be submitted only to the representative duly appointed by the tenderer which would like to participate in this Invitation to Tender.

Candidates mentioned in blacklist of companies of Energy and Mine Sector cannot withdraw the file of invitation to tender.

3. This bidding is carried out in one phase along with the submittal of technical and financial tenders.

4.The bidder must bid for all items.

5. The forms and procedures for submission of tenders:
Technical tenders, with no reference to price, and financial tenders, backed up with documents required in the file of invitation to tender must be put into internal, sealed and separated covers (cover 1: technical tender, cover 2: financial tender) and put in one external anonymous and sealed envelope, bearing just and obligatory the following mention:

Technical/financial tender - Confidential / to be opened by addressee only

No sign allowing the identification of the tenderer must be mentioned on the external envelope, in order to avoid its rejection.

Only the internal envelopes will contain the acronym, name and address of tenderer so that to enable the Contracting Structure to return the sealed tender non open, if it is not sent within the set “deadline”.

The closing date of submitting the offers is fixed to sixty (60) days (at 15h00) from the first publication, in the paper form, of the hereby bid notice in the bulletin of companies and services belonging to Energy area (BAOSEM).

If the date falls on a holiday and / or a legal holiday, the folds can be deposited the next business day.

In witness of the authentic seal of the mailing bureau of Production Division.

The deadline for receipt of requests for clarifications shall be Ten (10) days before the date of submission of tenders indicated above.

Every tender sent after this deadline is considered null and void.

The deadline for withdrawal of tenders shall be Twenty (20) days before 15h00 before the date of submission of tenders indicated above.

6.Technical tenders are backed up, under pain of rejection, with obligatory bid bond of:
The foreign tenderers will provide a bid bond of an amount of:
Batch n°01 : 30 000,00 Euros
Batch n°02 : 30 000,00 Euros

The tenderers subject to Algerian law will provide a bid bond of an amount of:
Batch n°01 : 3 000 000,00 DZD
Batch n°02 : 3 000 000,00 DZD

Validity duration is equal to tender’s validity duration set at 120 days from the deadline of tender submittal in addition to an extension of 30 calendar days.

7. Envelopes containing the technical offers will be opened in the presence of representative(s) of tenderers who wish to attend, the opening session which will take place at:

The date and time will be subsequently sent only to the tenderers having submitted an offer by fax, inviting them or their representatives duly authorized to attend the opening session.

8. The opening of envelopes containing the financial offers will be public, and sequential to the date and hour appointed by fax sent to all bidders who have submitted an offer, inviting them to attend the public opening session of the bids.

Only bidders whose technical tenders comply with the specifications requirements shall be invited to attend envelope opening session of financial offers.
9. Tenderers remain committed by their offers during a period of one hundred twenty (120) days with an additional period of thirty (30) calendar days from the deadline of submission of the technical bids.
