The National Company of Big Oil Works (ENGTP), Central Logistics Directorate located in Reghaia, P.O. Box 09, Algiers issues a national and international open competitive invitation to tender regarding:

Supply of four (04) articulated boom lifts 40m  and two (02) articulated boom lifts 26m

The offers submission deadline is Forty-Two (42) Days as of the date of publication of this notice on BAOSEM.

Tenderers have a period of Thirty (30) days as of the date of publication of the tender notice on BAOSEM to withdraw the specifications.

Tenderers have a period of forty-two (42) days as of the date of publication of the tender notice in the BAOSEM to prepare their tenders.

The single-stage submission method applies to this invitation to tender.

concerning this invitation to tender, the technical offers, without any indication of the price of the contract in question, and the financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, marked "A NE PAS OUVRIR" at the above address.

The eligibility or pre-selection conditions are as follows:

Qualification Criteria: The tenderer will be selected based on the criteria listed below and detailed in Section 2 (Specific Data of the Invitation to Tender), namely:

- Sound financial standing;

- Equipment compliant with mining requirements and current Algerian regulations (submission of a letter of commitment for the provision of documents required by Algerian regulations, as outlined in the technical specifications template);

- The supplier must have the necessary resources in Algeria to provide after-sales service and ensure the sale of spare parts for wear and preventive maintenance;

- The technical offer must include sales references for the proposed model of aerial work platforms certifying its reliability (any sales reference for a different model of aerial work platform is irrelevant to the evaluation of the bidder's technical offer and will be considered incomplete).

- Certificates of satisfactory performance of the proposed model, certifying its reliability, must be issued by at least three (03) different clients.

- The power of attorney(s) of the signatory(ies), and the powers of attorney for consortia;

- The submission bail, according to the attached template and equal to the amount indicated in the Bidding Documents (must be included in the technical offer envelope):

• denominated in Algerian Dinars and issued by an Algerian bank for tenderers governed by Algerian law;

• denominated in a convertible foreign currency and issued by an Algerian bank, counter-guaranteed by a first-class foreign bank, for bidders governed by foreign law.

- The declaration to be signed according to the attached template;

- The code of ethics, duly initialed and approved by the tenderer;

- The parent company's commitment, according to the attached template;

- The general information file, including the administrative file as detailed in sections 7.2.1 and 7.2.2 below;

- The technical offer itself, as detailed in section 7.2.3; including the relevant Contract documents, in particular those highlighting the Bidder's qualifications, certifications, accreditation, execution plans and methodology, proposed technical solution, and experience;

- Observations and/or comments on the technical file, if applicable;

- Comments and proposals on the draft contract, if applicable;

- The confidentiality agreement (using the attached template);

- The letter of submission of the technical offer (using the attached template);

- The approved and initialed specifications and draft contract;

- The Tender Documents, bearing the words "read and accepted" on the last page;

- Professional references with three certificates of satisfactory performance for the supply covered by this tender;

- Authorization from the manufacturer for the marketing of the supply covered by this Invitation to Tender;

- Declaration of integrity (using the attached template).

The financial offer, submitted simultaneously with the technical offer, must contain the following documents:

- The price submission letter, following the template defined in the Bidding Documents, completed, initialed on all pages, and signed;

- The price breakdown and/or price schedules duly completed by the tenderer;

- The power of attorney authorizing the signatory(ies) of the offer to bind the tenderer;

- The price offer, according to the attached template;

- The letter of commitment, according to the attached template, duly signed by the tenderer.

Both technical and financial offers must be accompanied by the required documents listed in the specifications.

tenderers must meet all eligibility requirements outlined in the tender documents.

Only the BOG receipt stamp affixed to the envelope will be considered valid.

If the closing date falls on a public holiday and/or a day off, offers may be submitted on the next working day.

Technical offers must be accompanied by a submission bail of One Million Nine Hundred Thousand Algerian Dinars (1,900,000.00 DZD) for Algerian tenderers and Thirteen Thousand Euros (13,000.00 €) for foreign tenderers. The validity period of the submission bail  is equal to the validity period of the offers, i.e., 120 days plus an additional 30 calendar days.

The envelopes containing the technical offers will be opened in the presence of the tendererr's representative(s) who wish to attend the public opening session, which will be held at the above address. The date of the opening session will be communicated in due course.

The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend, or their duly appointed representatives, during the financial bid opening and examination session. This session will take place on the date, at the time, and at the address indicated in the invitation, which will be sent only to tenderers whose technical bids have been declared compliant with the requirements of the Tender Documents.

The tenderers will remain engaged to their offers for a period of 120 calendar days as of the date of the opening of the technical envelopes.
