The deadline for submitting offers is Forty-Two (42) Days as of the date of publication of this notice on BAOSEM.

Tenderers have Thirty (30) Days from the date of publication of the tender notice in the BAOSEM to obtain the tender specifications.

Tenderers have Forty-Two (42) Days as of the date of publication of the tender notice in the BAOSEM to prepare their offers.

The single-stage submission procedure applies to this tender.

For this tender, technical offers, without any indication of the contract price, and financial offers must be submitted simultaneously in two separate envelopes contained within a single outer envelope marked "a ne pas ouvrir" to the address above.

The eligibility or pre-selection conditions are as follows

Qualification Criteria: The tenderer will be selected based on the criteria listed below and detailed in Section 2 (Specific Data of the Invitation to Tender), namely:

- Sound Financial standing ;

- Equipment compliant with mining requirements and current Algerian regulations (submission of a letter of commitment for the provision of documents required by Algerian regulations, as outlined in the technical specifications template);

- The supplier must have the necessary resources in Algeria to provide after-sales service and ensure the sale of spare parts for wear and preventive maintenance ;

- The technical offer must include sales references for the proposed truck model certifying its reliability (any sales reference for a different truck model is irrelevant to the evaluation of the tenderer’s technical offer and will be considered incomplete).

- Certificates of good performance of the proposed model, certifying its reliability, must be issued by at least three (3) different clients.

- The power(s) of attorney of the signatory(ies), and the powers of attorney for consortia;

- The submission bail, according to the attached template and equal to the amount indicated in the tender documents (must be included in the technical offer envelope):

Denominated in Algerian Dinars and issued by an Algerian bank for Algerian tenderers ;

Denominated in a convertible foreign currency and issued by an Algerian bank, counter-guaranteed by a first-class foreign bank, for foreign tenderers.

- The declaration to be signed according to the attached template;

- The code of ethics, duly initialed and approved by the tenderer ;

- The parent company's commitment, according to the attached template;

- The general information package includes the administrative file as detailed in the attached document ; - The technical offer itself, including the relevant Contract documents, in particular those highlighting the tenderer's qualifications, certifications, accreditation, implementation plans and methodology, proposed technical solution, and experience;

- Observations and/or comments on the technical file; Comments and proposals on the draft contract, if applicable ;

- The confidentiality letter, following the template defined in Section 4;

- The technical offer submission letter, according to the attached template;

Specifications and draft contract approved and initialed;

- The Tender Documents bearing the notation "read and accepted" on their last page;

- Professional references with three certificates of satisfactory performance for the supply covered by this tender;

- Manufacturer's authorization for the marketing of the supply covered by this Tender;

- Declaration of integrity, according to the attached template;

The financial offer, submitted simultaneously with the technical offer, must contain the following documents :

- The price submission letter, following the template defined in the Tender Documents, completed, initialed on all pages, and signed;

- The price breakdown and/or price schedules duly completed by the tenderer ;

- The power of attorney authorizing the signatory(ies) of the offer to bind the tenderer.

- Price offer, according to the attached template.

- Letter of commitment

Technical and financial offers must be accompanied by the required documents listed in the specifications.

Tenderers must meet all eligibility requirements outlined in the tender documents.

Only the BOG's receipt stamp affixed to the envelope will be considered valid.

If the closing date falls on a public holiday and/or a day off, envelopes may be submitted on the next business day.

Technical offers must be accompanied by a submission bail of Two Million Eight Hundred Thousand Algerian Dinars 2.800.000.00 DZD for Algerian tenderers and Eighteen Thousand Three Hundred Euros (€18,300.00) for foreign tenderers. The validity period of the submission bail is equal to the validity period of the offers themselves, i.e., 120 days, plus an additional 30 calendar days.

The envelopes containing the technical offers will be opened in the presence of the tenderer's representative(s) who wish to attend the public opening session, which will be held at the address above. The date will be communicated in due course.

The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend, or their duly appointed representatives, during the opening and examination session. This session will take place on the date, at the time, and at the address indicated in the invitation, which will be sent only to those tenderers whose technical offers have been declared compliant with the requirements of the Tender Documents.

tenderers will remain bound by their offers for a period of One Hundred And Twenty (120) Calendar Days as of the date of the opening of the technical offers.
