The National Company for Hydrocarbons Research, Production, Transport, Transformation and Commercialization named SONATRACH, Upstream Activity, Production Division, Regional Direction of Hassi-Messaoud BP50 BASE IRARA, launches a National and International Invitation to tender for supply of:

 

Supply of PERONI pumps maintenance spare parts for the Direction Exploitation of El-Gassi Hassi Messaoud.

 

Companies interested by the present Invitation to Tender can withdraw specifications, at the latest, in the Sixty (60^th) days, counting from the publication date on the Bulletin of Invitations to Tender of Energy and Mines Sector (B.A.O.S.E.M) by presenting an electronic trading license document justifying a payment of an amount of Five Thousand Algerian Dinars (5000.00 DZD) for National tenderers or Fifty Euros (50 EUR) for foreign tenderers to the SONATRACH bank account N° 002 00005 0503264125 56 with the External Bank of Algeria (B.E.A), branch Djenane El Malik, Hydra, Algiers, to the following address :

A period consented to the tenderers to submit their offers is of Sixty (60^th) days counting from the publication date of the present Invitation to tender on the B.A.O.S.E.M at 17 h.

In the event that the closing date falls on a public holiday and / or legal rest day, the folds can be deposited the next business day.

Candidates on the blacklist of companies in the energy and mining sector cannot withdraw this tender document.

 

The eligibility conditions are:

Financial situation

• The financial criteria will be used to establish whether the Bidder has the financial capacity to perform the Contract satisfactorily.
• Having a sound and balanced financial situation, in particular to ensure the availability of sufficient liquidity to perform the contract without cash flow difficulties;

Technical Supply Capacity and Experience:

• The Contractor requires a minimum experience of three (3) years that the tenderer (and the Manufacturer whose products it sells, if applicable) must have to be deemed capable of supplying the goods related to this call for tenders.
• Have trading licence, under penalty of rejection of the offer, with activity code(s) corresponding to the subject of the call for tenders and constituting their main activities;
• The quality will comply with the requirements of the Tender , according to the technical sheets for each item.
• The delivery period should not exceed Twelve (12) months.

a) Content of the constitutive documents of the technical offer:

1- The submission letter of offer valid technique for the duration of the process, according to the attached model in the tender dossier ;

2- Bid Bond according to the attached model in the tender dossier;

3- The declaration to be subscribed, according to the attached model in the tender dossier;

4- The confidentiality letter, according to the attached model in the tender dossier;

5- Draft contract initialed with the mention «read and approved» in its last page;

6- The technical offer of the tender dossier duly initialed, mentioned "Read & accepted" on its last page;

7- The complete technical proposal of the proposed supplies, the comments and / or comments in the technical file, according to the attached model in the tender dossier;

8- The guarantee commitment from the house ultimate or shareholders, according to the model attached in the tender dossier, if any;

9- The ethics rules returned duly approved and signed by the bidder;

10- The general information’s file including the administrative file;

11- Comments on the contract draft;

12- Letter (s) of Exclusive Representation of the manufacturer (s) proposed, if any.

b) Documents required by the bidders confirming their qualifications:

 

Technical and administrative Bidder's bid must be accompanied by the following documents:

 

• The tenderer must provide a detailed technical offer (detailed list of requested provision (reference, brand)).
• A list of major supply contracts executed during the three (03) last years in the same field of activity.

• A short description of goods with their characteristics;
• The Name of the Client.

• Attestations proper performance delivered by customers

c) Bidder Administrative record

Bidders shall accompany their technical offers with an administrative file, that includes in particular the following:

 

For the Algerian law Bidder:

 

1- Extract from the trade register with activity code in accordance with the purpose of the call for tenders ;

 

2- Authenticated status of the company;

 

3- Balance sheets and TCR of three (03) years, certified by an auditor or an accountant approved as appropriate;

 

4- Professional references in the field duly justified by certificates of good execution delivered by the customers of the bidder;

 

5- Power of the signatory empowered to act on behalf and for the account of the bidder and involving the company or the company to ensure the provision object of this specification. It must be dated and signed by the bidder;

 

6- Tax certificate justifying the legal situation vis-à-vis the bidder Algerian tax authorities (role extract audited and updated 03 month maximum or a schedule to repay debt in case of debts);

 

7- Social Certifications justifying the legal situation vis-à-vis the social security institutions bidder in accordance with Algerian law;

 

8- Legal deposit certificate of financial statements;

 

9- Copy of receipt of payment of the specifications of the withdrawal fee;

 

10- Copy of the tax identification card (NIF);

 

11- An extract from the judicial record;

 

12- History of past and current litigation, if any.

 

13- Draft contract initialed by the bidder or his representative.

 

14- The ethics rules initialed and signed by the bidder

 

To the right of foreign bidder:

1- Extract from the commercial register or certificate of existence with K-bis issued by the competent bodies;

 

2- Status of the company and authenticated list of the main shareholders and members of the tenderer certified by the Algerian consular authorities in the country of the bidder;

 

3- Copy of the tax identification card (NIF), for bidders already worked in Algeria.

 

4- Balance sheets and TCR of three (03) years, certified by an auditor, or covered by an approved auditor as appropriate;

 

5- Professional references in the field duly justified by certificates of satisfactory execution, issued by customers of the bidder;

 

6- Power of the signatory empowered to act on behalf and for the account of the bidder and involving the company or the company to ensure the provision object of this specification. It must be dated and signed by the bidder;

 

7- Certificate of non-bankruptcy;

 

8- Draft contract initialed by the bidder or his representative

 

9- Copy of receipt of payment of the specifications of the withdrawal fee;

 

10- History of past and pending litigation, if any.

 

11- The ethics rules initialed and signed by the bidder.

 

d) The offer is guaranteed as follows:

 

• For national tenderer:

 

A guarantee of One Million Four Hundred Fifty Thousand Algerian Dinars (1 450 000 DA), established by an Algerian bank.

 

• For Foreign tenderer:

 

A guarantee of Nine thousand five hundred Euros (9 500 €), established by a bank under Algerian law covered by a counter guarantee issued by a first-class foreign bank.

 

The period of validity of the bank bid bond is equal to the validity of the offers, ie One Hundred and Twenty (120) days, with an additional period of 30 calendar days.

 

This bank bid bond must be inserted in the envelope containing the technical offer.

 

The Technical offers will be open at the presence of the representative (s) of the tenderers wishing to be present to the opening session which will take place at Sonatrach, Regional Direction of Hassi-Messaoud, Exploitation direction Gassi El Agreb.

 

The envelopes containing the financial bids will be opened and examined in the presence of bidders who wish to attend or their duly appointed at the opening and examination of financial bids to be held on the date meeting representatives at the time and to address mentioned in the invitation addressed only to bidders whose technical tenders declared as satisfying the requirements of the tender.

 

The tenderers will stay committed by their technical offers for a period of One Hundred and Twenty (120) calendar days counting from the technical tender’s opening date.

 

During the opening of technical and financial bids, the same person cannot represent more than one bidder on the occasion of a single call for tenders.

 

SONATRACH have the possibility of extending the deadline.

 

When withdrawing this Bidding Document, the Bidder is obliged to present the commercial register or K -BIS in accordance with the subject of the invitation to tender.
