SUPPLY OF SPARE PARTS FOR THE MAINTENANCE OF THE WATER INJECTION PUMPS, VRU COMPRESSOR AND THE STABILIZATION UNIT OF THE DIRECTION EL-GASSI (Divided into 06 Lots)

Companies interested by the present Invitation to Tender can withdraw specifications, at the latest, in the Forty Five (45^th) day, counting from the publication date on the Bulletin of Invitations to Tender of Energy and Mines Sector (B.A.O.S.E.M) by presenting a commercial register and a document justifying a payment of an amount of Five Thousand Algerian Dinars (5000.00 DZD) for National tenderers and Fifty euros (50 EUR) for foreign tenderers to the SONATRACH bank account N° 002 00005 0503264125 56 with the External Bank of Algeria (B.E.A), branch Djenane El Malik, Hydra, Algiers, to the following address :

The only-one stage mode is applied for the present invitation to tender.

For the present Invitation to tender, technical offer without any indication of prices, and commercial offer must be simultaneously hand in into two separated sealed envelopes contained in one sealed envelope to the following address :

A period consented to the tenderers to submit their offers is of Sixty (60^th) days counting from the publication date of the present Invitation to tender on the B.A.O.S.E.M, unless an extension has been granted, tenders must be submitted by the Bidder no later than 5 p.m. on the last day for submission of tenders.

Every submission sent after the deadline is considered as null and void.

The withdrawal of the invitation to tender file is made only by electronic means to the e-mail address: DPHMD.RETRAITDESDAO@SONATRACH.DZ, against transmission of the proof of payment of the amount indicated above, the proof in question must obligatorily include the references of this invitation to tender and information on the tenderer, namely his company name, telephone and fax numbers.

 

Candidates on the blacklist of companies in the energy and mining sector cannot withdraw this tender document.

The eligibility conditions are:

1. Financial situation

• The financial criteria will be used to establish whether the Bidder has the financial capacity to perform the Contract satisfactorily.
• Having a sound and balanced financial situation, in particular to ensure the availability of sufficient liquidity to perform the contract without cash flow difficulties;
  1. Technical Supply Capacity and Experience:
• The Contractor requires a minimum experience of Three (3) years that the tenderer (and the Manufacturer whose products it sells, if applicable) must have to be deemed capable of supplying the goods related to this invitation to tenders.
• Have an electronic commerce register, under penalty of rejection of the offer, with activity code(s) corresponding to the subject of the call for tenders and constituting their main activities;
• The quality will comply with the requirements of the Tender, according to the technical sheets for each item.
• The delivery period should not exceed Twelve (12) months.
  1. Content of the constitutive documents of the technical offer:
• The declaration to be subscribed;
• The submission letter of offer valid technique for the duration of the process;
• Bid Bond;
• The general information’s file including the administrative file
• The technical offer, including the relevant documents of the Contract, in particular those highlighting the qualifications of the tenderer, its certifications, its approval, the execution plans and methodology, the technical solution proposed and its experience.
• The observations and/or comments of the technical offer in relation to the technical file
• The delegation(s) of powers of the signatory(ies), the delegations of powers for the groups, empowering the signatory(ies) of the tender to commit the tenderer;
• The guarantee commitment from the house ultimate or shareholders, according to the model attached in the tender dossier, if any;
• Observations and comments on the draft contract;
• The initialed draft contract;
• Letter (s) of Exclusive Representation of the manufacturer (s) proposed, if any
• DAO initialed with the mention «read and approved» in its last page
• The ethics rules returned duly approved and signed by the bidder
• and any other information or any document to be provided by the tenderers, if specified in the DAO. The tenderers use in particular for this purpose, the corresponding documents and models included in the DAO.
  1. Documents required by the bidders confirming their qualifications:

Technical and administrative Bidder's bid must be accompanied by the following documents:

• The tenderer must provide a detailed technical offer (detailed list of requested provision (reference, brand)).
• A list of major supply contracts executed during the Three (03) last years in the same field of activity.

• A short description of goods with their characteristics;
• The Name of the Client.

1. Authenticated status of the company;
2. Extract from the electronic commercial register;
3. Excerpt from the audited tax roll or accompanied by a payment schedule issued by the tax authorities;
4. Social Certifications justifying the legal situation vis-à-vis the social security institutions bidder in accordance with Algerian law
5. Balance sheets and TCR of Three (03) years, certified by an auditor or an accountant approved as appropriate;
6. History of past and current litigation, if any;
7. Certificate of legal deposit of the social accounts;
8. Professional references in the field duly justified by certificates of good execution delivered by the customers of the bidder;
9. Power of the signatory empowered to act on behalf and for the account of the bidder and involving the company or the company to ensure the provision object of this specification. It must be dated and signed by the bidder;
10. Copy of receipt of payment of the specifications of the withdrawal fee;

1. To the right of foreign bidder:

1. Extract from the commercial register or certificate of existence with K-bis issued by the competent bodies;
2. Status of the company and authenticated list of the main shareholders and members of the tenderer certified by the Algerian consular authorities in the country of the bidder;
3. Balance sheets and TCR of Three (03) years, certified by an auditor, or covered by an approved auditor as appropriate;
4. Professional references in the field duly justified by certificates of satisfactory execution, issued by customers of the bidder;
5. Power of the signatory empowered to act on behalf and for the account of the bidder and involving the company or the company to ensure the provision object of this specification. It must be dated and signed by the bidder;
6. Certificate of non-bankruptcy;
7. Copy of receipt of payment of the specifications of the withdrawal fee;
8. History of past and pending litigation, if any.

Lot N° 05 : Seventy Thousand Dinars (70 000 DZD) ;

Lot N° 06 : Seventy Thousand Dinars (70 000 DZD)

Established by an Algerian bank.

 

For Foreign tenderer:

A guarantee of:

Lot N° 01 : Five Thousand Euros (5 000 €) ;

Lot N° 02 : Six Hundred Euros (600 €) ;

Lot N° 03 : One Thousand Five Hundred Euros (1 500 €) ;

Lot N° 04 : One Thousand Five Hundred Euros (1 500 €) ;

Lot N° 05 : Five Hundred Euros (500 €) ;

Lot N° 06 : Five Hundred Euros (500 €).

Established by a bank under Algerian law covered by a counter guarantee issued by a first-class foreign bank.

The period of validity of the bank bid bond is equal to the validity of the offers, ie One Hundred and Twenty (120) days, with an additional period of 30 calendar days.

The bid guarantee may be submitted, by interested candidates, on the day of the opening of the bids of the technical offers, the absence of the original of the bid guarantee during the opening session of the technical offers, constitutes a reason for rejection.

The Technical offers will be open at the presence of the representative (s) of the tenderers wishing to be present to the opening session which will take place at the address SONATRACH, Division Production, Direction Régionale HMD, BP 50 Oued IRARA – Hassi-Messaoud - Salle de COP meeting, on the date and time mentioned in the invitation which will be sent to the tenderers who have withdrawn this DAO by fax or fax or by email..

The envelopes containing the financial bids will be opened and examined in the presence of bidders who wish to attend or their duly appointed at the opening and examination of financial bids to be held on the date meeting representatives at the time and to address mentioned in the invitation addressed only to bidders whose technical tenders declared as satisfying the requirements of the tender.

During the opening of technical and financial bids, the same person cannot represent more than one bidder on the occasion of a single call for tenders.

 

The tenderers will stay committed by their technical offers for a period of One Hundred and Twenty (120) calendar days counting from the technical tender’s opening date.

SONATRACH may ask the Bidder to extend the validity period of the bids during the evaluation.

When withdrawing this DAO, the Bidder is obliged to present the commercial register or K -BIS in accordance with the subject of the invitation to tender.
