And no later than Five (05) Weeks from the publication of this notice by any interested candidate, against payment of a non-refundable amount of Three Thousand Algerian Dinars (3,000.00 DA) or its equivalent in convertible currency for Foreign law companies made out in the name of the company interested in this tender notice and upon presentation of the electronic commerce register or its equivalent for foreign law tenderers. Payment will be made by transfer to bank account N° 002 000 92 92092 60 054 66 opened with BEA IN AMENAS.

Proof of payments relating to the withdrawal of the DAO (Bank advice / Cash payment slip) must be drawn up in the name of the Bidder.

The one-stage bidding mode applies to this Invitation to Tender.

Under this call for tenders, the technical offers, without any price indication and the financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, to the following address:

At the latest Seven (07) weeks after the deadline of retreat of the file of call for tenders is Twelve (12) weeks from the date of publication.

The eligibility conditions are:

- Having an electronic commerce register bearing the activity code(s) corresponding to the subject of the call for tenders and constituting their main activity;

- A healthy financial situation and that it has sufficient liquidity to enable it to perform the Contract without difficulty;

The technical offers are accompanied by a bid guarantee of One million Algerian Dinars (1,000,000.00 DA) for companies under Algerian law, or its equivalent in convertible currency for companies under foreign law.

The period of validity is One Hundred and Eighty (180) days, with an additional period of Thirty (30) calendar days.

If the last day of the deadline for submission of tenders coincides with a public holiday, the date will be postponed to the next working day.

The envelopes containing the technical offers will be opened in the presence of the representative(s) of the tenderers who so wish at the opening session which will take place at the address

A letter of invitation will be sent to the tenderers, having withdrawn the DAO, to attend.

The bid guarantee can be submitted by interested candidates on the day of the opening of the bids for the technical offers.

The bids containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or of their duly designated representatives during the opening and examination session of the financial offers which will take place on the date, at the time and at the address mentioned in the invitation which will be sent only to tenderers whose technical offers have been declared to comply with the requirements of the Call for Tenders Dossier.

Bidders will remain committed to their bids for a period of One Hundred and Eighty (180) days from the date of opening of technical bids.
