National and International Open Invitation to Tender

N° RA1K/TL/010/2025-INV

SONATRACH, RPC Activity, Refining Exploitation Division, Skikda Refinery (RA1K) issues a national and international open invitation to tender, in a single step, regarding :

The acquisition of petroleum product analyzers in five (05) separate batches :

Batch  01: Acquisition of equipment for determining the viscosity of petroleum products according to ASTM D 445 and ASTM D 7042 standards.

Batch  02: Acquisition of petroleum product distillers according to ASTM D 86 and ASTM D850 standards.

Batch  03: Acquisition of a GC LPG chromatograph.

Batch  04: Acquisition of equipment for determining the REID vapor pressure of petroleum products.

Batch  05: Acquisition of salinometers according to ASTM D3230 standard.

Tenderers are authorized to submit their offers for one batch or for several batches.

Or by email: spm_ra1k@sonatrach.dz ,In a period of 35 calendar days utmost as of the date of the publication of this invitation, by every interested tenderer, in return of the payment of a non-refundable amount of 5000 DZD  for Algerian tenderers and 50 euros for foreign ones. by presenting a copy of the electronic trade register.

The payment voucher regarding the specifications’ withdrawal must be in the name of the tendering company.

The tendering mode in a single step applies to this invitation to tender.

In this invitation to tender, the technical offers, with no reference to the price, and the financial ones must be submitted simultaneously in two separate envelopes, contained in the same envelope, at the following address:

The technical and financial offers’ submission deadline is determined in 45 calendar days as of the date of publication of this notice in the Baosem at 04 :00 PM. If the last day of the offers’ submission deadline coincides a day off, the date shall be postponed to the following workday.

Which validity duration is equal to the offers’ validity duration, that is 180 days assorted by an additional period of 30 calendar days.

The technical offers are assorted by a submission bail :

The envelopes containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the following address:

The date and time shall be communicated in an invitation letter addressed to the tenderers participating in this invitation to tender.

The envelopes containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly designated during the financial offers’ opening and examining session that shall take place at the date, time and addressed mentioned in the invitation that shall be addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirements.

The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the  technical offer’s openning.
