The Algerian Electricity and Gas Company - Gas Transport. Spa is issuing a National and International Open Invitation to Tenders No. 27. Sonelgaz-Gas Transport. DCMT/2025 regarding :

The provision of instrumented tool inspection services for high-pressure natural gas transmission pipelines in two (02) batches:

Batch No. 1: Total length: 270 km

Ø8” Gas Pipeline: Ford of Constantine (W. Algiers) – Azazga (W. Tizi Ouzou) Length: 103 km

Section No. 1: Ø8” Sintes (W. Algiers) – Si Mustapha (W. Boumerdes) Length: 33 km

Section No. 2: Ø8” Si Mustapha – Draa Ben Kedda (W. Tizi Ouzou) Length: 35 km

Section No. 3: Ø8” Draa Ben Kedda – Azazga (W. Tizi Ouzou) Length: 35 km

Ø8” Guelma Gas Pipeline (W. Guelma) - Souk Ahras (W. Souk Ahras) Length: 57 km

Ø8’’ Oued Seguen – Mila (W.Mila) gas pipeline Length: 34 km

Candidates may submit their offers for one or more batches, but each batch must be the subject of a separate offer.

The invitation to tenders will be conducted in a single stage, with interested candidates being asked to submit a technical and financial offer on the same day as the offers’ opening.

The financial offer envelope must be separate from the technical offer envelope.

National invitation to tenders: Against payment by bank transfer of Ten Thousand Dinars (10,000.00 DA) non-refundable to the account of the Algerian Electricity and Gas Company - Gas Transport opened with the National Bank of Algeria, Gué de Constantine Branch "00637" - Algiers - Algeria to the following account number: 001 00637 0300 000 005 95.

National and international Invitation to tenders: Foreign tenderers will withdraw their application upon presentation of a non-refundable Swift denominated in convertible currency equivalent to Ten Thousand Dinars (10,000.00 DA) justifying payment:

Technical and financial offers, accompanied by the documents and exhibits required in the specifications, must be submitted to the address below, on the same day as the opening date for the technical and financial offers, in a double, sealed, anonymous envelope marked:

Tenders accompanied by the submission bank guarantee must be submitted in a double-sealed envelope to the above address on November 25^th, 2025, between 9:30 a.m. and 10:00 a.m. (local time).

Technical and financial offers must be accompanied by the original submission bank guarantee, the amount of which must be greater than one percent (1%) of the tenderer's estimated offer.

The tenderer's administrative file must contain the following documents:

- The company's status.

- A list of the company's principal managers and shareholders.

- A certificate of attorney for the person authorized to enter into the contract.

- The trade register for the field of activity or an equivalent authenticated document.

- The financial statements and income statements for the last three (03) years,

- Tax certificates.

- Certificate of legal deposit of corporate accounts, for commercial companies with legal personality under Algerian law.

- Tax identification number (TIN) for national tenderer.

- Certificates from the group, if it is a consortium.

- References from the most important clients who have used its services, abroad and/or in Algeria. (References must be in the name of the bidding company)

- The company's bank details.

- A valid tax assessment extract.

- Social security certificates

Note: The documents listed above are required depending on the legal form of the bidding company.

No markings allowing the tenderer's identification may appear on the outer envelope, otherwise it will be rejected.

The deadline for submitting offers is November 25^th, 2025, between 9:30 a.m. and 10:00 a.m. (local time), and the offers’ public opening will take place immediately thereafter.

tenderers will remain bound by their offers for 120 days as of the date of offers’ opening.
