NOTICE OF NATIONAL AND INTERNATIONAL TENDER TO MANUFACTURERS

N°15/N.IN/DCQAV/2025

The Algerian Company of Electricity and Gas - Services Spa (SONELGAZ-Services Spa), relaunch a notice a call for national and international competition to manufacturers intended, for the Supply of:

 INSULATOR SUPPORTS ON BEHALF OF SONELGAZ, THE ELECTRICITY TRANSMISSION AND ELECTRICAL SYSTEM MANAGER

The call for tenders will be carried out in a single phase, with simultaneous submission to the Tenders Opening Commission (COPU), of the technical and the financial tenders,

The bid fold of the technical offer must be distinct from that of the financial offer, which will be opened at the end of the evaluation of the technical offer.

The documents constituting the technical and the financial bids are listed in detail in the "zero" document of the specifications.

Any Algerian tenderer, interested by this notice, can buy on written request at the address below, a complete set of tender documents in electronic or paper, against payment of a non-refundable amount of 30 000 DA (thirty Thousand Dinars) to the B.N.A account of Sonelgaz– Spa Services N° N° 001 00602 0300 000 030/24« Agence 637 Immeuble des 700 Bureaux coté B, Route Nationale N°38 Gué de Constantine - Alger ».

Any foreign tenderer, interested by this notice, can buy on written request at the address below, a complete set of tender documents in electronic or paper, against payment of a non-refundable amount of 500 € (five Hundred Euros) or equivalent in US Dollars to the B.N.A account of Sonelgaz– Spa Services N° 001 00602 0310 000 005/65 SWIFT Code: BNALDZALXXX « Agence 602, 02 Boulevard Krim Belkacem - Telemly - Alger».

Technical and financial offers must be submitted to the address below on 14/12/2025 at 11:00.

The tenderer will submit a complete file consisting of the documents listed below, dated, signed and initialed by a duly authorized person

For the technical offer:

The technical offer will include the following documents:

• A copy of the specifications document duly completed and initialed at the bottom of each page ;
• The technical submission letter drawn up according to the model in appendix A01 ;
• Detailed technical documentation of the proposed supplies (plan, diagram, instruction manual, sheet, certificates, etc.) ;
• The bid bank guarantee, appendix A03 ;
• The declaration of probity, (Appendix A04) ;
• The declaration to be signed (Appendix A05) ;
• Valid ISO 9001 certificates
• A list of subcontractors who will be called upon to participate in the manufacture of the order, specifying the nature of the contract
• Test reports and certifications performed on the equipment,
• Commitment to adhere to and respect the charter of social obligations according to appendix A08 ;
• Administrative documents.

• The bidder must submit a copy of the offer in PDF format on CD-Rom for the Technical offer

For the financial offer:

The financial offer will include the following documents:

• The letter of financial submission duly signed according to the model in appendix A02
• The detailed Bid price schedule duly completed, signed by an authorized person and stamped on all pages and all documents relating to the prices and amount of the Bid in accordance with Annex B01 of Exhibit II ;
• The delivery schedule in accordance with Annex B02 of Exhibit II ;
• The draft contract (Exhibit I), duly completed, initialed and signed by an authorized person.
• The bidder must submit a copy of the financial offer in EXCEL AND PDF format on CD-Rom.
• The bid opening sessions are public and will take place on the same day at the address given below.

The guarantee will be constituted by an Algerian Bank guarantee and will be valid thirty (30) days after the expiry of the period of validity of the offers and the pronunciation of the raised hand by Sonelgaz- Service Spa

For an Algerian tenderer, the bid bond guarantee will be constituted by an Algerian Bank or by the Fund of guarantee. The bid bond will be denominated in Algerian Dinars.

For foreing tenderer, the bid bond guarantee will be constituted by an Algerian Bank and covered by a counter-guarantee issued by a first-class bank of the country of the tenderer. The bid bond guarantee will be denominated in Euros or US Dollars.
