The National Company SONATRACH, Research and Development Central Direction/ Technologies and Development Division, 1st November Avenue - Boumerdes 35000, issues a national and international open competitive bidding for: Purchasing and related services for two (02) chromatographs:
LOT1: A gas chromatograph for the detailed hydrocarbons analyses in according to ASTM Standard D6730
LOT2: A gas chromatograph for the analyses of gases riche in condensable hydrocarbons in according to GPA Standard 2286-Extended with calculation of properties of the gas from composition according to GPA Standard 2172-2009

-training at the use-practice and maintenance of equipment.
The file of call for bidding recorded on CD Rom can be withdrawn at: SONATRACH, Research and Development Central Direction/ Technologies and Development Division, 1st November Avenue - Boumerdes 35000 (Algeria), 1st November Avenue - Boumerdes 35000, or by electronic mail to the electronic address of the bidder against the payment of the amount:
Fifty Euros (50 €) for foreign bidders,
Five thousand Algerian Dinars (5000 AD) for national bidders, to be made by transfer into SONATRACH, Technologies and Development Division bank account:

The bidding mode in one stage applies to the present invitation to tender.
Companies concerned can tender for either one or several batches at the same time; they must clearly show it in the bidding letter.
Concerning the present invitation to tender, the technical bids, without price indication, and the financial bids must be handed over at the same time in two separate envelopes put inside the same envelope, at: SONATRACH, Research and Development Central Direction/ Technologies and Development Division - Avenue du 1er Novembre - Boumerdes 35000 (Algéerie)

Methods and terms of bids handing over:
The bidder put the original offer as well as its copies, technical and financial, into separate envelopes, stamped and sealed, each containing required documents for the call for bid mentioned above which should be marked
" Offre Technique Lot n° (…) – ORIGINAL" et "Offre Financière Lot n° (…) – ORIGINAL »,
"Offre Technique Lot n° (…) – COPIE N°1" et "Offre Financière Lot n° (…) – COPIE N°1",
"Offre Technique Lot n° (…) – COPIE N°2" et "Offre Financière Lot n° (…) – COPIES N°2".
These envelopes will be put into an equally stamped external envelope.
Only internal envelopes will be marked by the ACRONYM, the corporate name and the address of the bidder in such a way as to allow to the contracting party to return the stamped bid not opened if it were declared by the committee “AFTER DEADLINE”.
External Envelopes:
External envelopes will be sent to the contracting party and should exclusively bear the title of the market shown in the Call for Bidding Particular Elements (DPAO), the title and number of the Call for Bidding with the mention: “Offre Technique et Offre Financière – Ne pas ouvrir”.
The deadline for handing over bids is appointed thirty (30) Days as from the date of the first publication of the present notice in the Tenders Bulletin of notices of call for bidding of companies and administrations of Energy and Mining Sector (BAOSEM).
In case the closing date coincides with the legal rest day and / or public holiday, and even Saturday, envelopes will be submitted on the following working day.
Envelope opening will be public and sequential to the date and hour appointed by fax sent to all bidders who have withdrawn the call for bidding file, inviting them to attend envelope opening session of technical offers.
Only bidders whose technical offers comply with the specifications requirements shall be invited to attend envelope opening session of financial offers.
The deadline for reception of clarification applications is appointed for ten (10) days before bids handing over deadline mentioned above.
Financial bids are completed by a Bid Bond for tender.
Foreign bidder shall pay a deposit for bid of the amount of:
Six thousand four hundred Euros (6 400.00 €) for Lot N ° 01,
Six thousand four hundred Euros (6 400.00 €), for Lot N ° 02,
Algerian bidder shall pay a deposit for bid of the amount of:
Nine hundred thousand Algerian dinars (900,000.00 AD) for Lot N ° 01,
Nine hundred thousand Algerian dinars (900,000.00 AD) for Lot N ° 02, delivered by an Algerian bank.
Validity duration of the bid bond is appointed for ninety (90) calendar days added to an additional period of thirty (30) calendar days as from the deadline for deposit of offers.
Any bid sent after the appointed date shall be regarded as NULL and VOID as attested by date on Technologies and Development Division’s Central Office.
NOTA:
The call for bidding file shall be handed over only to the representative duly appointed by the bidder wishing to take part to the present call for bid,
Any Mark allowing the identification of bidder should not appear on external envelope, at the risk of rejection,
The applicants appearing on the black list of the Energy and Mining Sector Companies are not allowed by the present call for bidding file,
The amount paid for the withdrawal of the call for bidding file and all relating fees are, in no way, refundable.
