N° 02/STH/DG/D- T&DEV/2024 « EXP»

The Company for Hydrocarbons Offshore Terminals Management and Exploitation “STH Jsc” issues a national and international open invitation to tender regarding:

Supply of Floating and Underwater Hoses for the Bejaia SPM Loading Buoy and Supply of Dockside Loading Hoses (Flattenable) for the Skikda Region in 03 distinct batches:

• Batch N°1: Supply of Floating Hoses for the SPM Buoy in the Bejaia Region
• Batch N°2: Study of the Configuration and Supply of Underwater Hoses for the SPM Buoy in the Bejaia Region
• Batch N°3: Supply of Dock Loading Hoses (flattenable) for the Skikda Region.

On the 60^th day at 10h00 utmost as of the publication of the present notice in the Baosem, by any interested tenderer.

The interested companies may withdraw or receive the tender package upon presentation of the following documents:

• A Copy of the electronic trade register in the field of the works that object of this invitation to tender, in particular the marine works;
• Payment voucher of a non-repayable amount of five thousand Dinars (5.000,00 DZD) concerning the Algerian companies or fifty Euros (50 €) concerning the foreign ones.

The payment shall be made by transfer into bank account N° 002 00070 0702200168 92 open at External Bank of Algeria BEA- Agency El Marsa Arzew 70, N°11, Rue Mohamed Fertas Tourville Arzew –Oran. Algeria.

It is drawn to the tenderers’ knowledge that the payment of the specifications’ withdrawal fees can be done at any bank.

Technical offers are accompanied by a bid guarantee (the original of the bid bond)

For batch N°01: the amount of bid guarantee is 4.000.000.00 DZD for Algerian law companies, and 36.000.00 Euros or other convertible foreign currency for foreign companies

For batch N°02: the amount of bid guarantee is 2.000.000.00 DZD and 1.800.00 Euros or other convertible foreign currency for foreign companies.

For batch N°03: the amount of bid guarantee is 200.000.00 DZD, and 1.800.00 Euros or other convertible foreign currency for foreign companies.

The bail validity period is equal to the offers’ validity one, that is 180 days, assorted by an additional period of 30 calendar days as of the date of the offers’ opening.

The bid guarantee can be provided by interested candidates on the day of opening of technical offers.

Tenderers who have withdrawn the Tender Documents will be invited to attend the technical offers’ opening upon an invitation sent to them.

Tenderers whose technical offers have been declared compliant with the requirements of the Tender Documents will be invited to attend the financial offers’ opening upon an invitation sent to them.

No modification of the technical or financial offer will be accepted after the submission of the offers. Tenderers will remain committed to their offers for a period of 180 calendar days as of the date of the offers’ submission.

The envelopes containing the technical offers will be opened in the presence of the representative(s) of the tenderers who so wish at the opening session upon an invitation sent to them.

The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or their duly designated representatives.
