National and International Open Invitation to Tender

GCB Company/ Purchase Directorate, Zone Industrielle Oued Smar, with a Tax ID: 000035072294694, issues a national and international open invitation to tenders regarding:

The supply of :

Batch N°01: Two (02) cryogenic tanks with a capacity of 27,000 liters for nitrogen transport.

Batch N°02: Two (02) vertical cryogenic nitrogen tanks with a capacity of 34,000 liters.

Batch N°03: Two (02) rolling semi-trailer type water transport tanks with a capacity of 30m³ divided into three (03) compartments.

Batch N°04: Two (02) rolling semi-trailer type acid transport tanks divided into three (03) compartments, one (01) with a capacity of 27m³ and another (01) with a capacity of 20m³.

The tenderers interested in this invitation to tender may withdraw the specifications at GCB- Purchase Directorate, as of the date of its publication in the Baosem, in return of the presentation of accreditation letter, and the payment of a nonrefundable amount of 5000 DZD by batch for the Algerian tenderers, to the bank account GCB /Direction Achats BEA N° 002 00082 0822200553 /63 Rouïba Agency El Kenz, and 50 € by batch for the foreign ones to the bank account GCB /Direction Achats BEA N 002000 82 82 120000 11-92 Rouiba Agency El Kenz.

The submission mode in one step applies to this invitation to tender.

The offers’ submission deadline, by the tenderers or their duly mandated representatives, is fixed in 30   days as of the date of the first publication of this invitation to tenders in the Baosem.

In this invitation to tender, the technical offers, with no reference to the price and the financial ones must be submitted simultaneously in two separate envelopes contained in the same envelope, at the address:

The Eligibility conditions are :

Meet the technical requirements of the specifications.

* Prove the existence of an after-sales service SAV for rapid intervention

* In the case of subcontracting with a local after-sales service, the contract or agreement between the tenderer and the local after-sales service must be enclosed, as well as a copy of the trade register.

* The tenderer must make its after-sales service available to the purchaser at the latter's expense for a minimum period of 10 years, even after production has ceased.

*Online and email support must be efficient, fast, free and unlimited in time.

*After the expiration of the warranty, the tenderer agrees to provide the same spare part for a period of thirty-six (36) months.

*The supplies delivered must be original, manufactured by the tenderer or by a specialized manufacturer, approved by the tenderer.

REFERENCES

This invitation to tenders is open to manufacturers and representatives of manufacturers of Cryogenic Tanks, with a minimum experience of five (05) years, similar contracts must be attached to the technical offer of each tenderer.

References and professional qualifications of the company duly justified by certificates of good performance.

Tenderers must have at least three (03) years of experience in similar work for companies in Algeria. They must attach references of previous contracts to their file.

Tenderers must have manufactured at least 10 nitrogen tanks for various customers worldwide.

Tenderers must have professional references in the field of hydrocarbons.

Tenderers must provide a registered list (number of nitrogen tanks) built worldwide.

The tenderer must have all approvals and certificates of conformity for the supplies they offer in relation to national and international standards

Tenderers must belong to one or more of the following categories:

Qualified manufacturers specialized in the manufacture of equipment covered by these specifications (provide proof: Manufacturer's Certificate).

Representatives of qualified national and/or international manufacturers of equipment covered by these specifications (provide proof: Valid Authorization from the Manufacturer).

Guarantee period:

For batches N°01,02 and 03:

- The required warranty period is Twenty-four (24) months from the date of provisional acceptance of the equipment.

For batch N°04:

- The required warranty period is Twelve (12) months from the date of provisional acceptance of the equipment.

- Delivery time of the supplies

For batch N°01:

- For tenderers under foreign law: - Six (06) months CFR incoterm 2020 Algerian port of destination from the entry into force of this contract.

- For tenderers under Algerian law: - Seven (07) months on site Oued Smar (Algiers) from the entry into force of this contract

For batches N°02, 03 and 04:

- For tenderers under foreign law: - Five (05) months CFR incoterm 2020 Algerian port of destination from the entry into force of this contract.

- For tenderers under Algerian law: - Six (06) months on site Oued Smar (Algiers) from the entry into force of this contract

The required documents :

The letter of submission of the technical offer valid for the entire process

Delegation(s) of authority of the signatory(ies), delegations of authority for groupings;

The commitment to provide the guarantee of the ultimate parent company or shareholders;

The bank guarantee issued by an Algerian bank

(The absence of the tendering guarantee constitutes a reason for rejection).

Swift is not accepted.

The letter of commitment, according to the attached model, duly signed by the tenderer;

The signed declaration to be subscribed;

The general information file including the administrative file;

The technical offer signed and sealed;

The observations and/or comments on the technical file;

The signed and initialed draft contract;

The authorization(s) of the manufacturer(s);

The certificate(s) of origin(s);

Initial the specifications and sign the last page of the specifications with the mention read and approved.

Administrative file :

Status of the company and list of the main shareholders or partners, certified by the legal authorities of their country ;

Extract from its trade register with the electronic code ; otherwise, your offer will be rejected;

Updated tax situation in Algeria and in the countries where their head offices are located;

Situation with respect to social security organizations in Algeria ;

Financial situation of the tenderer including balance sheets and profit and loss accounts and auditor's reports for the last three years;

History of past and current litigation, if any;

Extract from the criminal record for individuals;

Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or firm for the performance of the contract covered by these specifications. It must be original, dated and signed by the bidder;

Copy of the receipt of payment of the fees for the withdrawal of the specifications;

Copy of the valid excerpt of the roll .

The technical offers of the Algerian tenderers shall be accompanied by a bank submission bail with an amount of :

Batch N° 01 : 330 000.00 DZD

Batch N° 02 : 330 000.00 DZD

Batch N° 03 : 80 000.00 DZD

Batch N° 04 : 120 000.00 DZD

The technical offers of the foreign tenderers shall be accompanied by a bank submission bail with an amount of :

Batch N° 01 : 2 250.00 € or $

Batch N° 02 : 2 250.00 € or $

Batch N° 03 : 550.00 € or $

Batch N° 04 : 800.00 € or $

With a validity duration that is equal to the offers’ validity duration, that is 180 days, assorted by an additional period of 30 calendar days.

The opening date and time shall be communicated.

The envelopes containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the following address:

The offers’ opening date and time shall be communicated to the tenderers eventually.

The offers’ submission deadline corresponds to 30 days as of the date of publication of the invitation to tender in the Baosem.

The envelopes containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly mandated at the financial offers’ opening and examination session that shall take place at the date, time and address mentioned in the invitation that shall be addressed to only the tenderers whose technical offers have been declared conform to the specifications’ requirements.

The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the offers’ submission.

NB: The contracting structure has the faculty of deciding to put an end to the invitation to tender’s process at any moment and before the final awarding of the contract.
