The Headquarters of Algeria Post launches an Open National & International Call for Tenders with Minimum Capacity Required, numb 04 /DGAP/DMSFP/2025 for the Purchase of an ATM Solution (Equipment & Software), the Installing & the Commissioning of 1000 ATMs Divided into Three Lots:
-Lot numb. 02: 300 ATMs Outdoor Cash Dual Dispenser.
-Lot numb. 03: 100 ATMs Multifunctions Indoor. (RELAUNCH)
This Open National & International Call for Tender is intended for the following tenderers (individuals companies or Groups of Companies):
-Original Manufacturer of ATM, or his Representative or the Authorized Distributor here in Algeria. The Representative is authorized to provide a certificate of authorization from the Manufacturer, supported by documentary evidence.
-Tenderers having a minimum annual turnover which must not be less than 100 million Algerian dinars during the last two financial years, according to the financial statements. (For foreign bidders the exchange rate applied will be that of the day of bids' submission).
-Who undertake to guarantee the equipment, subject of this call for tender for a period of 24 months, from the date of the provisional acceptance of each order.
-Who undertake to provide assistance services for 3 years from the expiry of the warranty period under an assistance contract.
-Who has or undertakes to set up, when signing the market, an after-sales service network at the local livel.
The specifications are to be withdrawn by interested tenderers, directly or by duly authorized representatives at the headquarters of Algeria post Markets Division, 09th Floor, against payment of the non-refundable sum of fifteen thousand (15.000) Dinars to be transferred to the Postal Current Account number 380576 key 80 for the National Tenderers, and one hundred Euro (100) for Foreign Bidders, to be transferred to the Bank Account number 621 300 300 018 46 opened in the name of Algeria Post with the National Bank of Algeria (BNA), representing the costs of documentation and reprography.
The preparation of tenders is set at forty-five 45 days from the first publication of this notice of invitation to tender in The Official Bulletin of the Public Operator's Contracts or in the National Press.
Tenderers remain bound by their tenders for a period of ninety (90) days, plus the duration of the bids preparation, from the date of bids opening.
The day of offers deposit corresponds to the last day of preparation of the offers as indicated above, from 8 :00 am to 12 :00, at the address mentioned above.
A bid bond greater than one point five percent 1,5% of the maximum amount of the bid (when it is greater than or equal to three hundred millions 300,000,000.00 Dinars) must be presented by the bidder, in his Technical Bid.
. The Tenderers must submit their tenders accompanied by the documents listed in article 16 of the Specifications.
Each tenderer must submit his tender in one 1 original and two 2 copies, respectively marked "original", "copy 1", "copy 2". The Application File, The Technical Offer and The Financial Offer must be put in separate envelopes.

The opening of the application files, the technical and the financial offers will take place in a public session, at the last day of the preparation of the offers, at 13 :00 p.m. The Bidders are invited to attend.
