"Acquisition of ten (10) millimeter wave Body Scanners for the Benefit of SGSIA/ Algiers Airport Houari Boumediene“
1- Call of tenders mode
Algiers Airport Services and Infrastructure Management Company S.G.S.I.A/Algiers Airport, in its capacity as the delegated project owner, is launching an open national and international call for tenders with minimum capacity requirements nº04/DIT/SGSIA/2026. 2. Tender Call Content:
Acquisition of ten (10) millimeter wave body scanners for the benefit of the SGSIA/ Algiers Airport Houari BOUMEDIENE.
3- Qualifications:
The present national and international call for tenders with minimum capacity requirements is addressed to economic operators who meet the following conditions: in accordance with the Algerian and foreign law:
a- Professional capabilities:
Manufacturers of equipment and airport's security systems must provide documents justifying the activity (commercial register, manufacturer's certificate, and any other supporting documentation) or the exclusive representatives of manufacturers must submit a valid exclusive representative certificate, issued by the manufacturer.
Foreign candidates must have a partner or a representative subject to Algerian law to guarantee Operation and after- sales service for the equipment and with presenting the representative or the partner certificate, where applicable, a commitment to establish a partnership with a company subject to Algerian law after the market comes into effect. Candidates subject to Algerian law must obtain an agreement for the commercialization of this type of equipment or systems, issued by local authorities valid until the day of the envelopes' opening.
The candidate must obtain a certificate of conformity (ECAC and TSA) for the proposed equipment to international requirements extracted from the relevant authority.
b- Technical capabilities:
At least one (01) similar project related to the supply, the installation and the commissioning of millimeter wave body scanners must be completed during the last five (05) years on the day of the envelopes opening, with the presentation of a certificate of satisfactory completion.
Must imperatively present technical characteristics conforming to those required in this specification

The technology is based on active millimeter wave detection with a panel, standard 2.1 type A, three- dimensional whole body electronic scanning with active imaging.
Automatic detection capability for concealed objects, metals, plastics, liquids, explosives, ceramics, drugs ... etc
- To have ECAC and TSA certificates whose certification and/or amendment date is less than 01/01/2021.
Certificates of good performance of Algerian companies having performed services abroad must be authenticated by the Algerian consular authorities.
c- Pecuniary Capabilities:
Financial statements 2022,2023,2024 must be:
- Approved by the tax authorities for bidders under Algerian law.
- Approved by the tax authorities, where applicable, for foreign bidders.
- Certified by the auditor and approved by the tax authorities or authorized services.
Any offer that does not meet one of these conditions will be automatically rejected. A bidder or a candidate may not submit more than one offer.
The same person may not represent more than one bidder or candidate. Bidding in groups is not permitted.
4. Withdrawal specification location:

he specification document must be withdrawn by the candidate or by his concerned representatives for this purpose. he tender's request file, must be submitted with the remittance receipt delivered by the Algerian Popular Credit or a ansfer order to the account number mentioned above.
5- Deadline of preparing tenders, date and time of submission:
- The period of preparing tenders is estimated at forty-five (45) days, starting from the first publication of the offer on one of the daily newspapers or in BOMOP.
- Bids must be submitted on the last day of the bid's preparation period from 08:00 AM. to 12:00 PM.
- If the date of tenders' submission coincides with a public holiday or a legal rest day, the date of submitting tenders 1all be extended to following business day.
6- Offers Composition:
- The tenders include: "application file", a "technical offer" and a "financial offer".
- The bidder must submit all documents in accordance with article og of specification's document.
7- Submission of tenders:
ne application file, the technical offer, and the financial offer are placed in separate, tightly sealed envelopes caring the mpany's name, , the reference and the subject of the call for tenders, as well as on each corresponding envelope, the ention "application file," "technical offer," and "financial offer."
