Notice of National and International Negotiated Procedure after Consultation Nº 01/ANF/DG/DSRMA/2025
In application of the provisions of articles 41 and 42 of the ANF's procurement procedures dated June 2, 2019, the National Frequencies Agency launches a National and International Negotiated Procedure after Consultation for the "acquisition, installation and commissioning of NAVTEX transmission system"
This Negotiated Procedure after Consultation is open to manufacturers and integrators of radiocommunication systems, to their representatives or distributors, who have already carried out at least five projects similar to the present Negotiated Procedure after Consultation, justified by certificates of good execution.
National bidders must have "type I" approval relating to the activity linked to the import, export, manufacturing, sale, installation, maintenance and repair of sensitive equipment.
The Terms of reference and tender specification document is available for collection, by the bidder or his duly appointed representative, from the National Frequencies Agency at 04 Boulevard Krim Belkacem, Algiers, upon presentation of a receipt for payment of the non-refundable fees of five thousand dinars (5 000 DA), to be transferred to the current postal account CCP number 0007882929, key 19, opened in the name of Agence Nale des Fréquences.
The offers must include an application file, a technical offer, and a financial offer In accordance with Article 20 of the terms of reference.
The application file, the technical offer, and the financial offer are inserted in separate and sealed envelopes, indicating the company name, reference, and the subject of the call for tenders, as well as the mention "Application file", "technical offer", or "financial offer" as appropriate.
The three envelopes are inserted in an anonymous envelope, with the following mention.

The offer preparation period is set at forty-five days (45 days) from the date of the first publication of the Negotiated Procedure after Consultation in the BOMOP or in the national newspapers.
The deadline for submitting offers is the last day of the offer preparation period, from 8:00 to 12:00. If this day falls within a public holiday or a legal holiday, the offer preparation period is extended to the next working day No offers will be accepted after the deadline for submitting offers.
The validity of the offers is set at three (03) months from the date of submission of the offers.
The opening of the envelopes in a public session by the ANF's opening and evaluation committee will take place on the same day as the above-mentioned offer submission date at 14:00, in the presence of the tenderers or their representatives.
