And no later than thirty (30) days from the publication of this notice in BAOSEM, by any interested candidate, upon presentation of a copy of the extract from the trade register in the activity, the wet stamp of the candidate, a delegation of power in the case of a mandated person, signed by the first person in charge and proof of payment of an amount of Ten Thousand (10,000.00) Algerian Dinars non-refundable for bidders under Algerian law or an amount of one hundred (100) Euros for bidders under foreign law., by transfer to the SONATRACH bank account IBAN N° 002 000 05 05032 64 124 59- SWIFT: BEXADZALA 005, opened with the Banque Extérieure d’Algérie (BEA) agency Site SH - Djenane El Malik Hydra- Algiers (16000) Algeria.
Proof of payments relating to the withdrawal of the DAO (Bank notices/Cash payment slip) must be made out in the name of the Bidder.
The one (01) step submission method applies to this Call for Tenders.
Under this Call for Tenders, technical offers, without any price indication, and financial offers must be submitted simultaneously in two (02) separate envelopes contained within a single anonymous envelope, to the following address:

With the note "do not open" no later than 60 days from the date of publication of this notice in the BAOSEM DAO at 3:00 p.m. on the last day of the deadline for submitting envelopes containing technical and financial offers.
Any submission received after this deadline will be considered null and void, the receipt stamp of the SONATRACH/TRC Headquarters office being taken as proof.
Technical offers are accompanied by a submission guarantee of Twelve million Algerian Dinar (12.000.000,00 DA) for companies under Algerian law, or Eighty thousand Euros (80 000,00 €) for companies under foreign law,
The tender guarantee may be submitted by interested candidates on the day the technical bids are opened.
If the last day of the deadline for submission of tenders falls on a public holiday, the date will be postponed to the next working day.
The envelopes containing the technical offers will be opened in the presence of the representative(s) of the candidates who so wish, at the opening session which will take place on the date, at the time and at the address mentioned in the invitation.
The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or their duly authorized representatives at the financial offers opening session which will take place on the date, at the time and at the address mentioned in the invitation which will be sent only to the tenderers whose technical offers are declared to comply with the requirements of the Call for Tenders Documents.
Bidders will remain committed to their offer for a period of one hundred and eighty (180) calendar days, from the date of opening of the technical offers.
