The SONATRACH Company - Exploration-Production Activity - Regional Directorate of Hassi R’Mel, BP No. 64 Hassi R’mel- Laghouat (03004) Province launches a National and International Open Tender Notice for :
Acquisition of automatic valves and safety valves with spare parts and Emerson brand control accessories for industrial units in the Hassi R’mel region,
divided into four (04) lots:
• Lot N°01: Automatic valves with FISHER brand spare parts.
• Lot N°02: Automatic valves with KITAMURA brand spare parts.
• Lot N°03: Safety valves with EMERSON brand spare parts.
• Lot N°04: Control accessories for EMERSON brand automatic valves.
Bidders have the option of bidding on a single lot or lots with a single set date for the withdrawal of the Tender Documents, the preparation of Tenders and the submission of tenders

For any interested candidate, against payment of a non-refundable amount of :
- Three Thousand Algerian Dinar (3 000,00 DZD) for National Bidders.
- Thirty Euro (30,00 Euro) for Foreign Bidders (Swift : BEXA DZALA 005).
The payment of this amount must be made by transfer to the bank account of SONATRACH, under RIB N° 002 00005 0503264 125 56 opened at the Foreign Bank of Algeria (B.E.A), branch Djenane El Malik, Hydra Algiers, or RIB N° 002 00083 83083 60002 51 opened at the Foreign Bank of Algeria (B.E.A), branch Hassi R'Mel, Wilaya of Laghouat
The tenderer can also electronically obtain the Invitation to Tender File by sending a request to the following address :

In this case, under penalty of non-receipt, the tenderer must attach to his request :

The time limit for the withdrawal, preparation and submission of tenders is set at Sixty (60) Days, from the date of publication of this Notice of Invitation to Tender in the BAOSEM, unless an extension of time is granted, this overall delay is split as follows:
- The deadline for the withdrawal of the Tender Document is Thirty (30) Days from the date of publication of the tender notice to BAOSEM.
- The period devoted to the preparation and submission of tenders is Sixty (60) Days from the date of publication of the tender notice to BAOSEM.
- In the event that the closing date coincides with a legal day of rest folds can be dropped the next business day
The eligibility conditions are those indicated in Section 2, points IS 1.5, 7.2 and 7.2.2.2 - h of the Tender Documents
The Technical Offer is accompanied by a Guarantee (obligatory) of original submission
- For Bidders under Algerian law:
• Lot N°01: Three Million One Hundred and Forty Thousand Algerian Dinars (3 140 000,00 DA).
• Lot N°02: Three Million Seven Hundred Thousand Algerian Dinars (3 700 000,00 DA).
• Lot N°03: Two Million Six Hundred Thousand Algerian Dinars (2 600 000,00 DA).
• Lot N°04: One Million Seven Hundred Forty Thousand Algerian Dinars (1 740 000,00 DA).
- For bidders under foreign law:
• Lot N°01: Twenty-one thousand Euros (21 000,00 €).
• Lot N°02: Twenty-Five Thousand Three Hundred and Twenty Euros (25 320,00 €).
• Lot N°03: Seventeen Thousand Eight Hundred Euros (17 800,00 €).
• Lot N°04: Eleven Thousand Nine Hundred Twenty Euros (11 920,00 €).
The validity of this deposit is One Hundred and Twenty (120) days from the date of opening of the bids containing the technical offers, with an additional duration of Thirty (30) days.
The original of the tender guarantee may be given to the tender opening committee, during the tender opening session, by the Tenderer or his duly authorized representative. Any guarantee of the offer in the form of a check will be systematically rejected.
Candidates may send their tenders by post or hand them in by hand to the Regional Office of Hassi- R’mel (General Order Office), no later than 18 :00 on the last day of submission of the Offers.
The envelopes containing the technical offers will be opened in presence of the bidders' représentatives who wishes to attend, during the bid opening session which to be held at The Administrative Complex, Regional Directorate of Hassi R’mel, (the date of the session will be communicated to bidders who had withdrawing the Tender Folder, by means of Fax / Mail).
The envelopes containing the financial bids will be opened and examined in the presence of bidders wishing to attend or their duly designated représentatives, during the session of opening and evaluation of financial bids, which to be held on the date, time and address to be mentioned in the invitation, addressed exclusively to bidders who had submitted technical bids deemed compliant with the requirements of the tender folder.
Bidders will remain committed by their offer for a period of One Hundred and Twenty (120) days, from the deadline for receiving offres.
Legal or natural persons registered on the SONATRACH blacklisted, or whose sanction is currently valid, are excluded from this notice.
