NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER

IN TWO STEPS N° 031/DVLP/DAPS/2025

The National Company for Pipelines (ENAC/spa) issues a national and international open invitation to tender, in two steps regarding:

Acquisition of cathodic protection equipment for the Replacement Project of OD1 16” TA/PC 01-TA/MESDAR Oil Pipeline

The specification may be withdrawn at : Direction Juridique (Bureau n°12) ENAC/Spa-132, Rue de Tripoli-Hussein Dey -Alger (Algeria), by any interested tenderer, in return of the payment of a non-repayable amount of 3000 DZD, upon the presentation of an authorization letter (power of attorney or proxy) bearing the tender subject and an authenticated copy of the commercial registration, and an information form duly sealed and signed by the first responsible of the tendering company, filled in by the following information: the company’s name, quality, E-mail, phone/ Fax numbers.

The closing date for the specifications’ withdrawal is Five (05) days before the tenders’ submission deadline.

The tendering mode in two stages applies to the present invitation to tender.

Concerning the present invitation to tender, the technical offers, without price indication must be handed in one envelope bearing the mention:

Offre Technique « A NE PAS OUVRIR »

On May 14^th, 2025 at 10h00 utmost, in all cases, the acknowledgement receipt of the General Courier Service (BOG) of ENAC makes valid.

The financial tenders are accompanied by a submission bail, whose validity duration is equal to the tender’s validity duration, which is 120 days with an additional deadline of 30 calendar days.

This submission bail must be enclosed with the technical tender envelope.

The envelopes containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the address:

ENAC/Spa-132, Rue de Tripoli-Hussein-Dey-Alger-Algérie

On May 14^th, 2025 at 10h15.

The financial tenders’ envelopes shall be opened and examined in the presence of the tenderers who wish to attend it or their duly appointed representatives during the financial tenders opening and examination session which shall take place at the date, timing and address mentioned in the invitation which shall be addressed to only the tenderers whose technical tenders are declared conformed to the specifications’ requirements.

The tenderers remain bound to their tenders for a period of 120 calendar days as from the date of the tenders’ submission.
